Book Description
High energy costs contribute to dampening Caribbean competitiveness and potential growth. This paper overviews power sector challenges and takes stock of national and regional strategies to address them. It presents recommendations to move the energy agenda forward based on analyses of macro-aspects of energy reform. These include: i) quantitative assessment of the impact of energy costs on growth and competitiveness; ii) evaluation of gains from implementing announced renewable energy and energy efficiency targets; and iii) analysis of the impact of energy investments on debt sustainability. The paper argues for a bigger role for the private sector in energy reform and discusses prerequisites for good public-private partnerships.

Book Description
This Selected Issues Paper focuses on the Heritage and Stabilization Fund (HSF) and development in the energy sector in Trinidad and Tobago. The HSF, established in 2007, is an important national asset, which has broad-based political and social support. The HSF has developed a strong record since its creation. It has performed well as measured by the accumulation of savings, the portfolio return, and adherence to the Santiago Principles for transparency and governance. This is particularly commendable given global and domestic financial crises.

Book Description
"Trinidad and Tobago is the primary supplier of Liquified Natural Gas (LNG) to the United States. How did this twin island nation states, with less than 0.5 per cent of the world s natural gas reserves establish itself as a world class gas export hub, becoming the world s largest exporter of commodity chemicals methanol and ammonia? Wendell Mottley answers these questions in Trinidad and Tobago Industrial Policy. In examining how the resulting accretion of wealth has affected the social and political polity of Trinidad and Tobago, Mottley traces the resource-led development tin a democratically emerging political economy while analysing the policy errors and new directions for the future. The book differs from other son the subject of natural resource development by examining the experience of the democracy and not an autocracy. Mottley reveals, as only an active participant could, how fragmented the development of Trinidad and Tobago s industrial policy was experimental, subject to reverses and aided by the sheer luck of good timing and the intervention of talented individuals. Combining his observations in his native Trinidad and Tobago with a rigorous and illustrative economic and financial analysis born of his own scholarship as an economist and his vantage point as an international investment banker Mottle presents a plan for Trinidad and Tobago s sustainable economic future while offering a solid contribution to the literature on natural resource-based development. Engaging and provocative, Trinidad and Tobago Industrial Policy will be equally valuable to players in the international energy industry as well as students of development economics. "

Book Description
Renewables have been a matter of political discussions in Trinidad and Tobago for more than twenty years. To date, however, no comprehensive policies, or consistent elements leading to their creation, have been adopted. The intent of this paper is to demonstrate that key incentives which might trigger a radical change, eventually moving Trinidad and Tobago towards renewable technologies (RT), already exist. However, a paradigm shift in the conception of a new energy policy is needed. It is envisaged that this could be achieved by linking RT to Trinidad and Tobago's other objectives and strategies for national and regional development. The approach is to consider the possible strategic role of renewables for the future sustainable development of the country, by highlighting the benefits of such a sub sector and its multiple, potential, economic and social linkages in the current local and regional context. Therefore, this paper not only considers the current economic, social, and political situation in Trinidad and Tobago, including the role of the energy sector in national development and the strategies to increase national competitiveness and economic sustainability, but also the regional energy market, including the social, economic and geopolitical implications of regional energy strategies.
