Book Description
Excerpt from The Law of the Public School System of the United States Our national greatness, and the permanence of our American government are to a great extent founded in our system of public schools. In these schools pupils learn patriotism and obedience to constituted authority to an extent untaught and unpracticed in many homes. The acquirement of knowledge is offered in a system which only enormous funds and the painstaking endeavors of selected instructors could make possible. As the State furnishes so it benefits. The child of today is the statesman of tomorrow. Competence is so general that no man is considered unreplaceable. But the State does not make scholars. It only offers the means of acquiring scholarship. The years of nurture by our government have created an almost unanimous desire for a college education, whereas in the earlier days the main educational desire was often expressed as an ability to "read, write and cipher." Parents have seen the folly of superficiality and are determined that their children shall be thorough. Improvement in educational matters has been gradual, hut aggressive. Book Description
Excerpt from Federal Aid to Public Schools It was in 1821 that the dissatisfaction of the original States with this policy came to a climax. Under the leadership of Maryland, the demand for school land grants for the original States became a burning issue. Connecticut, New Hampshire, Vermont, and Vir ginia lent their support to Maryland's efforts, but in vain. Their cause speedily became a lost cause.2 The next notable event occurred in 1841, when Congress passed an act providing for the distribution among the States and Territories of the net proceeds of the sales of public lands after the payment to the States of certain sums (per centum grants) to which the States were severally entitled. This act, however, remained in force less than one year, and the question of a general policy of Federal aid to public schools was allowed to slumber.3 The smith-towner bill, introduced into the United States Senate on August 10, 1918, renewed the issue. This bill, as is well known, failed of passage but was followed by the Towner Sterling bill. Whether the policies embodied in these two bills will ever be incorporated into Federal law or not, it is obvious that there is need of a concise account of just what aid the Federal Government has thus far provided for public schools. The present monograph has been prepared with a view to presenting such statement. About the Publisher Forgotten Books publishes hundreds of thousands of rare and classic books. Book Description
Excerpt from Public Schools and the War The following pages represent an endeavor to study the effects of the war upon schools in other countries and especi ally in the United States. The first four chapters deal with some specific problems of the public schools in connection with the war and were written when the great world con ict was still going on. They show the revolutionary changes which the public schools have made in adjusting themselves to the needs of the war, and suggest the unmistakable tendencies of our educational reconstruction which is yet to come. The last two chapters were written whentthe great war had just come to an end. In them the author has tried to show, in the light of the experience of many school systems in this country, how American public education can be reorganized in order to meet the needs of the coming new world order. It is the author's hope that they may be of some value to the general discussion of educational reform. About the Publisher Forgotten Books publishes hundreds of thousands of rare and classic books.
