This book studies both the tangible benefits and substantial barriers to sustainable development in the city of Phoenix, Arizona. Utilizing mixed research methods to probe downtown Phoenix’s political economy of development, this study illustrates how non-local property ownership and land speculation negatively impacted a concerted public-private effort to encourage infill construction on vacant land. The book elaborates urban sustainability not only as a set of ecological and design prescriptions, but as a field needing increased engagement with the growth-based impetus, structural economic forces, and political details behind American urban land policy. The population of Arizona has increased rapidly in the past two decades and faces an extreme shortage of urban affordable housing to accommodate for this population growth. There are several challenges facing the implementation of affordable housing in Downtown Phoenix including low-density development, high land costs, transportation issues, the current property tax structure, and infrastructure and environmental concerns. The City of Phoenix lacks the necessary policies and programs to encourage sustainable high-density development within the urban area. There are a large number of vacant parcels in the City which have either been passed over by previous development projects, or land which remains to be used from the demolition of older buildings. With the growing need for affordable housing, it is necessary to explore the opportunity to use the vacant land within the City of Phoenix for high-density infill development to include affordable housing. How can affordable housing contribute to making Phoenix a more sustainable city? High-density development creates affordability by increasing the number of housing units available in a given area. High-density is a necessary element in the transformation towards a more sustainable city not only by increasing affordability but also in connection with access to transportation and employment and efficient use of existing infrastructure. The opportunity for an increase in affordable housing within the larger sustainable development goals of urban Phoenix creates the need for an exploration of the relationship between high-density infill housing development and sustainability.

This book provides an introduction to the use of unmanned aerial vehicles (UAVs) for the geographic observation and spatial analysis of urban areas. Pursuant to a legislative requirement, GAO analyzed the development proposals and rezoning process for the Department of the Interior's Phoenix Indian School site in Arizona, focusing on: (1) alternative development plans considered; (2) the plan's effect on the potential value of the property; and (3) how the plan affects the government's interests. GAO found that: (1) a land use planning team, the Phoenix Planning Commission, and the Phoenix City Council proposed nine development alternatives for the Indian School property; (2) the alternatives proposed varying amounts of commercial space, parkland, hotels, and residential housing; (3) the Phoenix City Council accepted a specific plan, different from the nine alternatives, which proposed lower amounts of commercial development than some other proposals and would limit downtown development, increase residential housing, and maximize the amount of city parkland; (4) the City Council's plan adversely affected the Indian School property's potential value, since it allows relatively less commercial space than had been granted in past zoning decisions; (5) the government could have realized more than the $80-million minimum price had Phoenix allowed as much commercial development as deemed reasonable by Interior's contract appraiser and the GAO consultant; and (6) GAO did not estimate the property's value due to the specific plan's potentially costly requirements for reducing traffic impacts and improving open space.
