"U.S. policy toward the Middle East has relied heavily on military instruments of power and has focused on regional threats--particularly the Iranian threat--with the goal of keeping partners on "our side." These long-standing policies have largely fallen short of meeting core U.S. interests and adapting to new regional realities and strategic imperatives. RAND researchers offer an alternative framework, suggesting that the U.S. strategic priority must center on reducing regional conflict and the drivers of conflict. This revised strategic approach puts a greater focus on addressing conflict and socioeconomic challenges that are creating unsustainable pressures on the region's states and immense suffering among its people. Researchers analyze how the tools of U.S. policy--political, security, economic, diplomatic, and informational instruments--would need to adjust to more effectively address such challenges in ways that are mindful of limited resources at home. Researchers also examine how the United States deals with both partners and adversaries in and outside the region and consider how to better leverage policies to the benefit of U.S. interests and the region. Few studies of Middle East wars go beyond a narrative of events and most tend to impose on this subject the rigid scheme of superpower competition. The Gulf War of 1991, however, challenges this view of the Middle East as an extension of the global conflict. The failure of the accord of both superpowers to avoid war even once regional superpower competition in the Middle East had ceased must give rise to the question: Do regional conflicts have their own dynamic? Working from this assumption, the book examines local-regional constraints of Middle East conflict and how, through escalation and the involvement of extra-regional powers, such conflicts acquire an international dimension. Qatar and the Arab Spring offers a frank examination of Qatar's startling rise to regional and international prominence, describing how its distinctive policy stance toward the Arab Spring emerged. In only a decade, Qatari policy-makers - led by the Emir, Sheikh Hamad bin Khalifa Al-Thani, and his prime minister Sheikh Hamad bin Jassim Al-Thani - catapulted Qatar from a sleepy backwater to a regional power with truly international reach. In addition to pursuing an aggressive state-branding strategy with its successful bid for the 2022 FIFA World Cup, Qatar forged a reputation for diplomatic mediation that combined intensely personalized engagement with financial backing and favorable media coverage through the Al-Jazeera. These factors converged in early 2011 with the outbreak of the Arab Spring revolts in North Africa, Syria, and Yemen, which Qatari leaders saw as an opportunity to seal their regional and international influence, rather than as a challenge to their authority, and this guided their support of the rebellions against the Gaddafi and Assad regimes in Libya and Syria.
