And be it further enacted, That every free white male imbabi tant above the age of twenty-one years who shall be an actual resident of said Territory, and shall possess the qualifications hereinafter pre scribed, Shall be entitled to a vote at the first election, and shall be eligible to any office within the said Territory; but the qualifications of voters and of holding office at all subsequent elections shall be such as Shall be prescribed by the Legislative Assembly Provided, That the. Right of suffrage and of holding office shall be exercised only by citi zens of the United States and those who shall have declared on cathi their intention to become such, and shall have taken an oath to support the Constitution of the United States and the provisions of this act And provided furtner, That no officer, soldier, seaman, or marine, or other person in the army or navy of the United States, or attached to. Troops in the service of the United States, shall be allowed to vote or: hold office in said Territory by reason of being on service therein. Excerpt from "The Missing Link" What Led to the War, or the Secret History of the Kansas-Nebraska Bill That the people of to-day may know the importance of that bill, it is necessary that a brief sketch be given of the slavery question. The writer desires to say - and it is due to the reader - that he was in 1854 in a position to know many facts and incidents connected with this bill which were not accessi ble to the public, or even to the press of the country. He believes only one other person, perhaps two, to be now living, familiar with the origin and secret history of the Kansas Nebraska bill. He may also add that he is familiar with, and has taken part in, the slavery agitation since 1819 and 1820, and that he was a slave-holder until the late war. As early as 1835 he was convinced that slavery was one of the greatest evils we had to contend with, and the greatest bar rier to national prosperity. These views were obtained by observations made in extensive travels through the Southern and Western States. He, however, disapproved of the slavery agitation as conducted by Garrison and his co-workers. He believed that their course delayed the emancipation of the slaves, so much desired by some of the most distinguished men - slave owners - in Virginia, in 1831 and 1832, who were then endeavoring to devise some scheme for gradual emancio pafion.
