Since small urban fire departments did not have the authority to secure and abate dangerous buildings, and existing codes and ordinances placed this authority in the hands of the building department, the contents of this paper offered an amendment to the Uniform Fire Code to give the Fire Department the authority to remove the health and safety hazard. With the same amendment the municipality could recover incurred costs as well as an administration fee through placement of a lien on the property if the property owner failed to pay the abatement assessments. Even though the revenue to the municipality would be small, in the present budget structures of most cities, any savings would be better than the current system of relegating the problem to a long court battle.
