Book Description
In analysing the development and achievements of Polish forestry and forest industries over the last four decades, it is necessary to take into consideration the situation prevailing after the end of the Second World War, when these sectors of the national economy were starting their activities. First of all, it is necessary to consider the effects of the war such as: (a) the harvesting from the forests of the present Polish territory of 3 about 200 million m of merchantable wood, which is equal to the normal harvest over a l2-year period; (b) the destruction of over half the woodworking industrial potential. In consequence, the forested area inside the new Polish boundaries amounted 40 years ago only to 20.8 per cent of the whole area of the country. There has been a continuing process of increasing the forested area of the country (although at a diminishing rate). In 1986 the forest area amounted to 27.7 per cent of the land surface, that is to 8.7 million ha, an increase of over 2 million ha in 40 years. Intensive afforestation, performed regardless of the ownership category of the land by the State forest service, was aimed primarily at making good the losses in the forested area and the rational use of land not fit for agricultural purposes.

Book Description
First published in 1982, British Dogmatism and French Pragmatism presents an inquiry into how national political and administrative constraints affect the formulation and implementation of local government reform. This comparative study between British and French local politics and policymaking discusses themes like local reorganization in the welfare state; two paths from monarchy to democracy; decisions and non-decisions; can national politics make local policy; fiscal policy and local spending; capital spending and land use; and central-local politics in the welfare state. The author argues that the influence of local government systems cannot be assessed apart from the national political and administrative structures in which they are embedded. This book is a must read for scholars and researchers of political science, public administration and policy making.

Book Description
Brian D. Clark PADC Environmental Impact Assessment and Planning Unit Project Director Events throughout the world substantiate the view that planning and decision-making systems need a better integration of environ mental, economic and social considerations. Many organizations are showing considerable interest in Environmental Impact Assessment (EIA) and its role in project planning and policy evaluation and as an aid to decision-making. Consequently, it was decided to hold a NATO Advanced Study Institute on EIA for the following reasons. First there is evidence of uncertainty, particularly amongst many scientists and decision-makers, as to the nature, scope and object ives of EIA. Secondly, there is much confusion over the objectives and utility of certain EIA methods. Third, there appears to be a gulf developing between decision-makers and what they require from EIA, and the ability of the scientist to provide information which is scientifically rigorous. Finally, there appears to be little concern as to the relationship between "impact prediction" and the actual consequences ofa development activity, suggesting that if EIA is not to become both politically and scientifically disreput able greater emphasis should be placed on prediction, monitoring and post-audit studies. As will be seen from the contents of this volume the ASI attempted to address all of the above topics and indeed many more. It was perhaps inevitable that the ASI raised more questions than were answered but this is indicative of the vigorous debate that is now taking place about the role and utility of EIA.
