Book Description
Why, despite their similar goals, do the policy preferences of the European Union and United States diverge on so many multilateral issues? To answer that question, Allies at Odds? thoroughly examines recent international efforts in arms control, environmental protection, human rights, and military cooperation. Evidence from 20 separate cases supports the expectations of the realist approach to international politics, which focuses on the role of power above all. Neither cultural factors nor international institutions have as much influence as some expect. This finding was as true during the Clinton Presidency as during the Bush, indicating that focusing on personalities overlooks more substantial and longer-lasting differences between the Atlantic allies.

Book Description
Many Transatlantic security concerns in the coming decades will originate not in Europe, but in the Greater Middle East, which encompasses the area from the Maghreb to the Caspian basin. This volume juxtaposes essays from U.S. and European scholars on selected areas and issues: the Arab-Israeli peace process, the Persian Gulf, Turkey and the Caspian Basin, the proliferation of weapons of mass destruction, and military force projection. Each author considers American and European strategies toward a particular issue and makes suggestions for future policy collaboration between the countries on both sides of the Atlantic.

Book Description
This book examines the processes of nuclear policymaking in NATO and the interaction of alliance strategy with the docrines underlying it. Dr. Buteux focuses on the issue of theatre nuclear force modernisation to illustrate his thesis that NATO's strategic posture results from a political process in which other than purely strategic objectives are sought; agreements on alliance strategy may in fact be related only indirectly to the actual military posture of the alliance and the means available to support it. The book highlights the cumulative effect of strategic and technological change on the strategy and nuclear politics of NATO. Emphasizing that the present strategic environment has called into question many of the strategic and political premises on which NATO's nuclear posture has been based, Dr. Buteux gives special attention to recent proposals to deploy enhanced-radiation weapons (the "neutron bomb") and new intermediate-range nuclear weapons in Europe. He considers the impact of these proposals on NATO's nuclear policymaking process and on the ability of the alliance to continue to base its deterrent posture on the concept of flexible response
