The Air Force has several options for sustaining weapon systems and components but has, in recent years, increasingly chosen contractor logistics support (CLS) over organic support. Still, questions remain about costs and efficiency, even about whether CLS is the best option. The authors explored these by reviewing the relevant government and DoD documents and data and by speaking with various knowledgeable individuals. The authors noted that CLS contracts have often gone to original equipment manufacturers because, lacking the technical data, the Air Force could not choose a third party. They also noted that contracts that guarantee large annual sums limit the Air Force's ability to adjust when its own funding changes and that the reasons underpinning these decisions are not always complete or consistent across the service. Centralizing and standardizing data and the related management skills would help make them available across the Air Force. More important, to retain all its choices for logistics services throughout a system's life cycle, the Air Force should acquire the technical data or data rights near the start of the acquisition process.

The Air Force has used Contractor Logistics Support (CLS) for off-the-shelf or commercial derivative aircraft since 1948. This thesis traces the evolution of CLS, discusses the current USAF aircraft utilizing this support concept, and compares eight CLS contracts. An aircraft characteristics data base is developed for the E-4, C-9A, C-12A, T-43, KC-10, UV-18B, T-41, and C-20A. CLS contract costs are used as a dependent variable to provide an example of a parametric procedure that can be used to estimate CLS costs on proposed aircraft. Analogy as an alternate procedure is suggested. Recommendations on improving the CLS cost estimating in the future are presented. (Author).

The Department of Defense has directed the services to pursue logistics "reengineering" efforts to reduce logistics support costs. To this end, the Air Force has several efforts under way that apply commercial best practices and have, as a key feature, increased reliance on the private sector for logistics support. It is impossible to determine whether cost-effectiveness estimates for proposed contractor logistics support approaches are being achieved because the Air Force lacks the necessary data. Consequently, the Air Force may be testing and adopting support approaches without enough information to assess whether expected readiness improvements and cost reduction goals are being met. The Air Force's limited experience in repairing the same aircraft and components in both the public and private sectors and the lack of comparable and reliable historical financial data make it difficult to assess the cost-effectiveness of private versus public repair facilities. In addition, concerns raised about the impact of the increased use of contractor logistics support on the management of day-to-day activities have not been fully addressed.

For many years, the Air Force has relied on contractors for most of the required logistics support for aircraft that are similar to commercially available aircraft. Examples of aircraft using this kind of support include the C-9 aeromedical evacuation aircraft and the KC-lO tanker/airlift aircraft. Also, some high-cost, classified systems that are produced in small quantities, such as the U-2 reconnaissance aircraft, use this type of support arrangement. Using such an arrangement for systems similar to those used in the private sector can result in savings because it is possible to share common parts supply and other support structure costs, such as maintenance facilities and personnel, with other public and private sector users. Since the mid-1990s, the Department of Defense (DOD) and the services have initiated actions to expand the use of such contractor logistics support to other military programs. The Air Force is the service with the most extensive use of this logistics support strategy.
