The book consists of five parts and a concluding chapter. Part 1 covers general problems and presents solutions for the harmonisation of data from different national and/or cultural contexts. In the second part EUROSTAT and ESOMAR present their established standard instruments. Tested instruments each covering one variable (i.e. occupation, education) are presented in the third part. The fourth part again includes suggested tools for the harmonisation of single variables for which standardised instruments are not yet available (i.e. age, religion, ethnicity, household, family, income). The last part presents selected empirical analyses demonstrating the use and fruitfulness of instruments presented before. This book is mainly written for two groups. In November 2000, the Board on International Comparative Studies in Education (BICSE) held a symposium to draw on the wealth of experience gathered over a four-decade period, to evaluate improvement in the quality of the methodologies used in international studies, and to identify the most pressing methodological issues that remain to be solved. Since 1960, the United States has participated in 15 large-scale cross-national education surveys. The most assessed subjects have been science and mathematics through reading comprehension, geography, nonverbal reasoning, literature, French, English as a foreign language, civic education, history, computers in education, primary education, and second-language acquisition. In 1983 the seminal report issued by the National Commission on Excellence in Education, "A Nation at Risk," charged that most American high schoolers were following a general course of instruction, choosing neither the college-preparatory track nor the vocational option. This pattern, the report complained, had fostered low expectations and a curricular hodge-podge of classes that failed to prepare students for college or work. The commission called on states to implement academic requirements for all students, regardless of background, including four years of English and three years each of science, mathematics, and social studies. Students should not be sorted by their presumed future destinations, the commission reasoned, but should be offered an equal opportunity to get a high-quality education to fit them either for postsecondary education or the modern workplace. Two decades after the commission called on states to reform the high school environment and raise graduation requirements, the Brown Center on Education Policy at the Brookings Institution convened a a group of prominent scholars to explore the current state of America's high schools, focusing on new research about reforming these institutions that are so important in the lives of the nation's adolescents. The questions considered reflected the diversity of the participants and covered a variety of areas—historical, international, sociological, and practical. Data gathered by the U.S. Department of Education show students today are taking many more advanced courses in mathematics and the sciences, while at the same time test scores do not reflect the increases in enrollments in academic courses. In addition, large score gaps remain among students from different social groups. Reform of the high schools must take into account the elementary and middle schools that prepare students and the postsecondary institutions to which students aspire. Adolescent culture and students' views about school and academic work play important roles in student achievement, as do the family and contemporary society in shaping of adolescent behavior. No matter their background, all participants agreed that the key to a successful high school rests with the extent to which it recognizes and strengthens its commitment to the intellectual growth of its students.

This research is an empirical study of the legitimacy of economic inequality with a focus on the case of Chile. Chile is an appealing case study in this regard because it has been one of the countries with the highest indexes of economic inequality over the past several decades. Theoretical perspectives based on the rational interest of the median voter have pointed out a negative association between high levels of inequality and legitimacy. Nevertheless, empirical evidence indicates that an unequal distribution of income is not necessarily challenged by the majority of a society, a phenomenon associated with the concept of legitimacy of economic inequality. Most empirical studies of this topic to date have considered social contexts that are not characterized by (comparatively) high levels of income inequality; thus, the impact of the level of inequality on its legitimacy remains largely unclear. The present study aimed at bridging this research gap, guided by the question: How do high levels of income inequality in a society influence the legitimacy of economic inequality? Using data obtained by comparative public opinion projects including the International Social Survey Program (ISSP) and the International Social Justice Project (ISJP), this research considered individual preferences for occupational earnings inequality (the just earnings gap) as the main object of study. The central hypothesis was that individual preferences are strongly influenced by contextual standards such as the current income distribution, leading individuals of countries with high levels of inequality to have stronger average preferences for economic inequality (the so-called existential argument). Empirical evidence of legitimacy was related to two central dimensions based on David Beetham's multidimensional concept of legitimacy: (a) consensus regarding the inequality in the distribution of earnings in Chile and (b) the impact of the country level of income inequality on individual preferences for a larger just earnings gap. The empirical analysis provided partial evidence regarding the consensus about inequality in Chile, whereas in an international comparative framework, countries with higher levels of income inequality showed a stronger preference for a larger just earnings gap.
