Actor analysis for water resources management provides insight into how actor analysis is done in practice. A model-based approach for actor analysis is developed and its use is described for cases in Egypt, Turkey, the Netherlands and the Philippines. The results of these four cases are used to examine to what extent actor analysis lives up to its promise for water experts. Bridging Boundaries: Making Scale Choices in Multi-Actor Policy Analysis on Water Management synthesizes different perspectives on scale choices (spatial boundary setting, temporal boundary setting and selection of level of aggregation) in policy analysis. Scale choices influence the content of a study (the problems on the agenda, the options found and the impacts addressed) and the process (actors involved, their dedication and criticalness). Scale choices are not politically neutral: they may have advantages or disadvantages for certain actors by putting their urgent problems and their preferred options on the agenda, while they may hide or stress positive or negative impacts of options. Yet, little is known about the specific effects of scale choices and how they are made in practice. In this research, the making of scale choices is studied in two cases in practice: the Long Term Vision Study of the Scheldt Estuary and the Water Shortage Study of the Netherlands. Scale choices appear to be an important framing instrument that can be used by the policy analyst.

Today, raising capacity in water resources management entails supporting stakeholders and decision-makers to reach a common understanding on the priorities and necessary arrangements for sharing and allocating water-related goods and services. Valuation is central to this process, as setting priorities and making choices implies valuing certain uses and arrangements above others. Water valuation can help stakeholders to express the values that water-related goods and services represent to them. It also offers a means for conflict resolution and planning, informing stakeholders, supporting communication, and facilitating joint decision-making on priorities and specific actions. This report confronts concepts from the literature on water valuation with practical experiences from three local cases where an effort was made to embed existing valuation tools and methods in ongoing water resources management processes. It uses the lessons from this exploration to provide a first outline for a stakeholder-oriented water valuation process. Traditional policy analysis approaches are characterized by a focus on system modeling and choosing among policy alternatives. While successful in many cases, this approach has been increasingly criticized for being technocratic and ignoring the behavioral and political dimensions of most policy processes. In recent decades, increased awareness of the multi-actor, multiple perspective, and poly-centric character of many policy processes has led to the development of a variety of different perspectives on the styles and roles of policy analysis, and to new analytical tools and approaches – for example, argumentative approaches, participative policy analysis, and negotiation support. As a result, the field has become multi-faceted and somewhat fragmented. Public Policy Analysis: New Developments acknowledges the variety of approaches and provides a synthesis of the traditional and new approaches to policy analysis. It provides an overview and typology of different types of policy analytic activities, characterizing them according to differences in character and leading values, and linking them to a variety of theoretical notions on policymaking. Thereby, it provides assistance to both end users and analysts in choosing an appropriate approach given a specific policy situation. Rational institutionalism’s theoretical explanations for external Europeanisation focus on material incentives such as accession conditionality in determining change in non-EU states. However, such exogenous explanations struggle to interpret ongoing Europeanisation where accession incentives have declined or even reversed (‘stalled’ accession), but institutional adjustment still continues. This Europeanization phenomenon is evident in Turkey, a state that had actively pursued EU membership between 1999 and 2004, resulting in domestic institutional reform to align governance structures with the EU. Thereafter, Europeanisation has reversed in some policy sectors but nonetheless continued in others such as Turkish water policy, despite a declining accession process. Rational institutional arguments therefore appear to lose explanatory power for such events post-2005. An alternative theoretical proposition forwarded is that the EU accession process embedded a self-sustaining cycle of socialization through social learning around water policy norms amongst policy actors that has continued beyond this accession imperative.
