How reconsidering digital media and participatory cultures from the standpoint of disability allows for a full understanding of accessibility. While digital media can offer many opportunities for civic and cultural participation, this technology is not equally easy for everyone to use. Hardware, software, and cultural expectations combine to make some technologies an easier fit for some bodies than for others. A YouTube video without closed captions or a social network site that is incompatible with a screen reader can restrict the access of users who are hard of hearing or visually impaired. Often, people with disabilities require accommodation, assistive technologies, or other forms of aid to make digital media accessible—useable—for them. Restricted Access investigates digital media accessibility—the processes by which media is made usable by people with particular needs—and argues for the necessity of conceptualizing access in a way that will enable greater participation in all forms of mediated culture. Drawing on disability and cultural studies, Elizabeth Ellcessor uses an interrogatory framework based around issues of regulation, use, content, form, and experience to examine contemporary digital media. Through interviews with policy makers and accessibility professionals, popular culture and archival materials, and an ethnographic study of internet use by people with disabilities, Ellcessor reveals the assumptions that undergird contemporary technologies and participatory cultures. Restricted Access makes the crucial point that if digital media open up opportunities for individuals to create and participate, but that technology only facilitates the participation of those who are already privileged, then its progressive potential remains unrealized. This book examines the reasons behind the declining fortunes of public access channels. Public access, which provided perhaps the boldest experiment in popular media democracy, is in steep decline. While some have argued it is technologically outmoded, Caterino argues that the real reason lies with the rise of a neo-liberal media regime. This regime creates a climate in which we can understand these changes. This book considers the role of neo-liberalism in transforming notions of public obligations and regulation of media that have impacted non-profit media, specifically public access. Neo-liberalism has tried to eliminate public forums and public discourse and weakens institutions of civil society. Though social media is often championed as an arena of communicative freedom, Caterino argues that neo-liberalism has created a colonized social media environment that severely limits popular democracy.

The constitutions of most countries frown at gender discrimination. Local, multinational and multilateral organizations in many developed and developing nations have instituted policies and taken actions that address cases of injustice against women. But gender inequity appears to be an issue beyond what constitutional provisions and corporate strategies can address. How, for instance, does a statutory provision guarantee the equal visibility of men and women in a news report, especially in a neoliberal democracy where the general patriarchal character of the media aligns with the logic of commercialism which prioritizes profit and targets mainly those who have the means of purchase? The invisibility of women in the media is a global issue, and a great concern in Africa. Women’s Political Visibility and Media Access: The Case of Nigeria, however, is about a country of over 160 million people; a population roughly divided equally between male and female. The book, through empirical analyses and qualitative discourses, agglomerates several perspectives regarding the visibility of women in the turbulent Nigerian political terrain and the response of the media in that direction, in a concerted effort to resolve the burning issues of gender equality in Nigeria. The book assesses the impact of aggressive tactics from women in the political arena, “conscious reporting” of women by journalists, and the increased use of ICTs by women as practical ways of bridging this wide gap.
