In the first decade of the twenty-first century, countries within Sub-Saharan Africa reached milestones that seemed impossible only ten years ago: macroeconomic stability, sustained economic growth, and improved governance. Continuing this pattern of success will require enhancing the region’s agricultural sector, in which a large proportion of poor people make a living. The authors of Strategies and Priorities for African Agriculture: Economywide Perspectives from Country Studies argue that, although the diversity of the region makes generalization difficult, increasing staple-crop production is more likely to reduce poverty than increasing export-crop production. This conclusion is based on case studies of ten low-income African countries that reflect varying levels of resource endowments and development stages. The authors also recommend increased, more efficient public investment in agriculture and agricultural markets and propose new directions for future research. The world's demand for food is expected to double within the next 50 years, while the natural resources that sustain agriculture will become increasingly scarce, degraded, and vulnerable to the effects of climate change. In many poor countries, agriculture accounts for at least 40 percent of GDP and 80 percent of employment. At the same time, about 70 percent of the world's poor live in rural areas and most depend on agriculture for their livelihoods. 'World Development Report 2008' seeks to assess where, when, and how agriculture can be an effective instrument for economic development, especially development that favors the poor. This paper goes beyond the “business” case for agricultural value chain development and presents an economy-wide framework to make the “development” case. We show that there are several key transmission channels that determine the economy-wide impacts of promoting various value chains, including forward and backward economic linkages, price responses, and net employment effects. These impacts all matter for household incomes, poverty, and dietary diversity. Results for Egypt show that agricultural value chain development generates economy-wide growth as well as growth in the agri-food system, but the impacts on employment suggest that agricultural growth can create new (and better) jobs in and beyond the agri-food system, but not necessarily more jobs. The results also show that productivity-driven agricultural growth in all crops is pro-poor and improves nutrition. However, potential adverse effects of livestock-led growth show that growth acceleration in single sectors can be negative, highlighting the importance of a systems analysis or, in our case, an economy-wide analysis. It is clear that no single sub-sector is best at achieving all the development outcomes examined. Moreover, the ranking of value chains by their development outcomes differs across sub-national regions. As such, results from this paper may provide useful decision support for the government and its development partners to select value chains depending on their priority development outcomes.

The Malabo Agenda on Accelerated Agricultural Growth and Transformation has brought technical challengesto the development of agricultural strategiesby expanding the number of commitments and goalsunder the Comprehensive Africa Agriculture Development Programme.In this paper, we describe and apply an economic modeling framework that wasdeveloped to identify the agricultural investment priority areas for a country and to define milestones to track its progress towards the Malabo goals. The framework consists ofa three-layer simulation model that aimstocapturemultiple Malabo commitments and goals. First, the agricultural productivity analysis uses the stochastic meta-frontier technique to assess opportunities to increase agricultural productivity. Second, the economywide analysis uses an agricultural and investment focused computable general equilibrium model to capture the Malabo goalson agricultural growth, intra-Africantrade of agricultural commodities, and public and private agricultural investments.Third, the microeconomic analysis builds upon statistical economic modeling to allow direct measurement and simulation of the Malabo goals on poverty and hunger. The modeling framework is applied to Kenya using the most recent data.TheMalabo Agenda simulation results indicate that Kenya’s current nonagriculture-led growth isnot sufficient to achieving the Malabo overarching goals on poverty and hunger. Agriculture-led growthcomplemented by extendedsocial assistanceis more likely to close the income growth and inequality gaps and contribute to achieving the multiple Malabo commitments and goals by 2025.
