Since the passing of that Act, the subject of the Currency has been much discussed. A Committee of the House of Lords and a Committee of the House of Commons have made valuable reports on the commercial distress of 1847, which was supposed by many to be closely connected with the system of Banking introduced by Sir Robert Peel's Bill: the witnesses are not agreed upon the influence which the Bank of England may have had in producing or aggravating that distress, nor are the Committees agreed upon any remedial measures - the Committee of the House of Commons recommending no alteration in the Act. Excerpt from Money and Banking The treatment of Money in Part I follows in a general way the lines made familiar by other standard works to which frequent references are made in the footnotes and m the suggested reading lists at the end of each chapter. The efiort has been made to compress this part of the book into the smallest space consistent with a presentation of essentials in the history, theory and principles of money, leaving the major part of the book for the discussion of the principles and practices of banking. In the chapters devoted to banking organization and practice it has been impossible to give consideration to the varying local cus toms and practices of different types of banking institutions. The aim has been to describe those principles and practices of commercial banking that are common to all banks. Though the new Federal reserve system introduces far reaching changes in our banking and currency system, many years must elapse before its full effects can be definitely measured. Throughout Part II frequent reference is made to various provisions of the Act of 1913, and Chapter XXII is devoted to an analysis of its leading provisions, and a summary of the steps taken in the establishment of the new system. But the slow degrees by which the precious metals change their value, renders them peculiarly well fitted for forming a standard by which to compare the values of other and more variable articles. To this standard reference is almost always made in estimating the value of products in civilised countries. We do not say that one man is worth a thousand acres of land, and that another is worth a thousand sheep, but we ascertain for how much gold or silver the land and the sheep would respectively exchange, and then say that their proprietors are worth so much money. But in this there is nothing mysterious. We merely compare the value of one commodity with the value of another. And as coin or money is the most convenient standard of comparison, the value of other commodities is usually estimated or rated in it.
