Most currently used statistical methods for countermeasure evaluation assess the spot or local changes that result from the new treatment. A previous research study developed a computer program - Bayesian Estimation of Accidents in Transportation Studies (BEATS) - that identifies and corrects RTM bias in highway safety studies. Step-by-step guidelines were developed on how to plan and use the new procedure to evaluate highway safety studies. The guidelines describe what are adequate sample sizes, how to identify RTM problems, and how computerized data analysis procedures can be used.
