Excerpt from A Survey of Milk Consumption in 59 Cities in the United States The omission from the schedule of a question pertaining specifically to buttermilk and skim milk places further limitations on the useful ness of the data, although it is possible that many families included purchases of these products in stating the quarts of milk purchased last week, as requested by the schedule. In southern cities the consumption of both skim milk and buttermilk is large. Comparison of the per capita consumption determined from these schedules, especially those from southern cities, with the diets described by the Bureau of Home Economics must be made, therefore, with some reservations. Such diets comprehend substitutes for fluid milk in the form of evaporated milk, fluid or dried skim milk, dried whole milk, ice cream, and cheese.8 Since the consumption of only one of these substitutes is reflected m the summaries obtainable from the survey, underconsumption of milk as compared with the dietary standard is doubtless exaggerated to some extent in the data acquired. Why, for example, was the decline from 1929 to 1932 in consumption of both milk and cream so much greater in Philadelphia than in Boston or New York, and why is the per-capita consumption of milk and cream in both Boston and New York so much higher than that for Philadelphia? Also, how can the per-capita consumption of milk be increased? Answers to these questions may be useful in formulating policies for fluid-milk markets. The price charged pupils per unit for non-meal milk was greatly reduced. In St. Louis, after introduction of the Program, the price per half-pint was reduced by approximately one-half in both elementary and high schools In Los Angeles elementary schools, milk was reduced in price about one-third, in high schools, by one-half. At the time the Special Milk Program was initiated in the Los Angeles city schools, the size of the container 9was changed from one-half pint to one-third quart.
