From a clandestine mission by Wake‘s son inside the Crimea at the chaotic end of World War I and the start of the Russian Civil War, to a World War II minesweeper commanded by Wake‘s grandson in 1941 at the doomed Philippines, the reader is enveloped in a new era of adventure with the Wake family. On the other side of World War II, we find another Wake grandson training Cuban sailors in anti-submarine warfare, giving them critical skills for their famous 1943 victory against a Nazi U-boat on the Cuban coast. The Wake legacy continues as Wake‘s great-grandson skippers a Swift boat in 1968 Vietnam, later becoming a CIA operative with a crucial role in the 1990 Iraqi invasion of Kuwait. With the 2023 commissioning of Peter Wake‘s great-great-great grandchild as a U.S. naval officer, his descendants continue their service to Navy and Nation into the uncertain twenty-first century. Some things never change, however. Habits of Highly Effective Maritime Strategists is a deliberately compact work aimed at both current and aspiring strategists, especially those who concern themselves with strategy at sea, and at those who work for or alongside them. The volume is meant to help strategic leaders know and educate themselves, two of the most important enterprises in the field of leadership. James R. Holmes reaches back to the classics of philosophy--especially to the works of Aristotle, the founder of the Lyceum--to posit that strategy is a habit. Rather, he writes, it involves cultivating a family of habits. To excel at strategy, one should learn what excellent strategists do and practice that ritual each day. Repetition helps the strategist find virtue, which Aristotle defined as the "golden mean" between the extremes of some trait, while shunning vice, the excess or deficiency of that trait. Over time, it becomes second nature to take the long view of national political and strategic ends; marshal diplomatic, economic, and military resources; and devise ways to put those resources to work for strategic gain. The classics of strategy feature prominently in this work. The canon sets forth concepts worth mastering. For instance, Carl von Clausewitz exhorts strategists to amass superior forces at the decisive place and time while abjuring secondary commitments that scatter resources about the map and risk leaving each force too weak to accomplish its goal. In a similar vein Alfred Thayer Mahan devises a formula for sizing fleets to overpower foes in important waters or coastal zones. Sun Tzu espouses the "indirect approach" to strategy, and B. H. Liddell Hart and J. C. Wylie join the classical Chinese general in his advocacy. In the ideal case strategists not just learn but internalize these concepts. Harnessing them in the real world becomes effortless.

This book is focused on explaining the grand strategic behavior of the United States from the Founding of the Republic to the Trump administration. To do so it employs a neoclassical realist framework to argue that while systemic change explains the broad evolution of US grand strategy, the precise shape and content of the grand strategies pursued has been conditioned by domestic political culture and interests. The book argues that distinct political cultures of statecraft (Hamiltonian, Jeffersonian, Jacksonian and Wilsonian) have acted as permissive filters through which policy-makers have interpreted and responded to systemic stimuli making some grand strategy choices more likely than others in the pursuit of national security. The book demonstrates that while primacist grand strategies were facilitated by the predominance from the mid-19th century to the early 21st century of the vindicationist Hamiltonian and Wilsonian forms of statecraft, the costs of primacy have now stimulated the resurgence of the long dormant, exemplarist Jeffersonian and Jacksonian forms of statecraft under the Obama and Trump administrations, resulting in grand strategies that seek to either manage or stave off decline in America’s relative power position.

One of the most dominant security issues of the twenty-first century has been the US led battle against transnational terrorism – the aptly named Long War. Over the past fifteen years the Long War has been examined using multiple perspectives. However, one central mechanism is missing in current Long War analyses: defence diplomacy. Defence diplomacy enhances the diplomatic and security capacity of a state, providing the only link between executive office and the ministries of foreign affairs and defence, two vital institutions in the Long War. Using a case study of US defence diplomacy in Afghanistan from 2001 to 2014, the paper argues simply that the practice of defence diplomacy far outweighs current theories on what it is, how it works and why it matters. The paper aims to generate a more nuanced understanding of defence diplomacy, as well as identify it as a key component of the US CT/COIN strategy to achieve their Long War policy objectives.
