This volume covers a wide spectrum of governance issues relating to small states in a global context. While different definitions of governance are given in the chapters, most authors associate governance with the setting and implementation of policies aimed at managing a country or territory, and with the related institutional structures and interventions by political actors. Generally, good governance is associated with concepts such as policy effectiveness, accountability, transparency, control of corruption, encouragement of citizens’ voice and gender equality—factors which are, in turn, linked with democracy. What emerges from the book is that the societies of small states are being re-shaped by various forces outside their control, including the globalization process and climate change, rendering their governance ever more complex. These problems are not solely faced by small states, but small country size tends to lead to a higher degree of exposure to external factors. The chapters are grouped into four sections broadly covering political, environmental, social and economic governance. Governance is influenced by many, often intertwined, factors; the division of the book into four parts therefore does not detract from the fact that governance is multifaceted, and such division was based on the primary focus of each particular study and its main disciplinary background. The expert authors have, moreover, used a variety of approaches in the studies, the subject of small states being well suited to scholarly work from different disciplines using qualitative, quantitative and mixed approaches to arrive at useful conclusions.

Professor Tommy Koh is Singapore's Ambassador-at-Large at the Ministry of Foreign Affairs, Rector of Tembusu College, Special Adviser of the Institute of Policy Studies, and Chairman of the Centre for International Law, National University of Singapore.In his distinguished career, Prof Koh has served as Singapore's Permanent Representative to the United Nations, as Ambassador to the United States of America, as President of the Third UN Conference on the Law of the Sea and Chairman of the Preparatory Committee and the Main Committee of the UN Conference on Environment and Development. He was the UN Secretary-General's Special Envoy to Russia, Estonia, Latvia, and Lithuania. He chaired two dispute panels for the WTO. He was also Singapore's Chief Negotiator for the US-Singapore Free Trade Agreement. He was also the chairman of the group which drafted the Asean Charter. He chairs three committees for the National University of Singapore relating to law, Asia research and environmental management. An active patron of the arts, Prof Koh has served as Chairman of the National Heritage Board, National Arts Council and many other cultural groups.In recognition of his meritorious public service and achievements, he was conferred many honours, both locally and internationally. He has been named as ‘Champion of the Earth’ in 2006 by the UN Environment Programme (UNEP). Prof Koh has been selected to receive Harvard's 2014 Great Negotiator Award sponsored by the Program on Negotiation based at Harvard Law School (an interuniversity consortium of Harvard, MIT, and Tufts) as well as Harvard's Program on the Future of Diplomacy.This collection of Prof Koh's favourite essays and lectures gives the reader an insight into his illustrious academic and diplomatic career. An 'Irish Cuba' - on Britain's doorstep? This book studies perceptions of the Soviets' influence over Irish revolutionaries during the Cold War. The Dublin authorities did not allow the Irish state's non-aligned status to prevent them joining the West's crusade against communism. Leading officials, such as Colonel Dan Bryan in G2, the Irish army intelligence directorate, argued that Ireland should assist the NATO powers. These officials believed Irish communists were directed by the British communist party, the CPGB. If communists in Belfast and Dublin were too isolated to pose a threat in either Irish jurisdiction, the republican movement was a different matter. The authorities, north and south, saw that a communist-influenced IRA had potential appeal. This Cold War nightmare arrived with the civil rights agitation in Northern Ireland in the 1960s. Did the left-wing republican movement constitute a security threat? Whitehall feared Dublin could become a Russian espionage hub, with the Marxist-led Official IRA acting as a Soviet proxy. To what extent was the Official IRA's political creation, the Workers' Party, useful to the Soviets' Cold War agenda, in a militarily neutral state?
