By adopting a comparative approach, this book investigates the philosophy, policy, practices, and challenges of inclusive education in the Chinese contexts, recognizing influences of Chinese culture, such as Confucianism, collectivism, and familism. In the 1980s, the Chinese government promoted a policy named “Learning in Regular Classroom” to ensure educational rights for children with disabilities, which subsequently turned into an inclusive education program in the western sense. Without access to a public social welfare system in parts of China, some families face invidious decisions about the lives of their children with disabilities. In other places, children with disabilities can now expect to participate in their families and communities with the same aspirations as other children. Understanding how Chinese policy has changed in the places that have addressed these stark situations is vital for the rights of the children and their families who still struggle to find the support they need. This book examines family experiences of child disability policy in China, and is the first to compile research on this area. It applies a child disability rights framework in four domains – care and protection, economic security, development and participation – to investigate families’ experiences of the effectiveness of support to fulfil their children’s rights. Questioning how families experience the interrelationships between these rights, it also considers what the further implications of the policy are. Even in the wealthiest countries, many disabled children and youth are educationally segregated from the nondisabled, particularly if they are labeled with significant cognitive impairment. International agencies such as the United Nations and the World Bank have generated funds for educational development but, unfortunately, these funds are administered with the assumption that «west is best», thereby urging developing countries to mimic educational policies in the United States and the United Kingdom in order to prove their aid-worthiness. This «McDonaldization» of education reproduces the labeling, resource allocation, and social dynamics long criticized in disability studies. The authors in this volume explore these subjects and other complexities of disability and the politics of education.
