Abstract: New application requirements and developments in the Internet protocols are leading the way toward an "enhanced" next-generation Internet offering some Quality of Service (QoS) guarantees. This dissertation considers a communication network able to accommodate differentiated classes of service to support various types of bandwidth requirements. Links in the network have finite capacities. The network charges a fee per call which can depend on the current congestion level, and which affects users' demand for calls. Users extract a certain utility when calls are successfully established. The objective is to devise pricing and routing strategies that maximize the long-term average rate at which utility is accumulated, that is, maximize the social welfare. It is shown that a simple "static pricing" policy is asymptotically optimal in a regime of many, relatively small, users. This implies that pricing and resource allocation decisions should evolve on the time-scale of changes in demand statistics rather than the short time-scale of instantaneous congestion. The result is general and holds under both fixed and dynamic routing scenarios. A characterization of the structure of asymptotically optimal static prices, expressing them in terms of a parsimonious number of parameters, is also provided. Effective parameter values can be found by solving a deterministic optimization problem summarizing network dynamics or by employing simulation-based optimization methods. Further, a distributed and asynchronous stochastic approximation algorithm for the proposed policy, driven by gradient estimates of a system-wide performance measure, is constructed. It is established that the algorithm converges in a strong-sense to a global optimum, both in synchronous and asynchronous scenarios. This implies that distributed resource allocation for large networks is feasible. This dissertation also considers a revenue maximization problem for airlines with finite seat capacities. A simulation-based actor-critic algorithm is explored in pursuing the optimal fare prices. The theory of actor-critic algorithms seeks to find a sub-optimal solution in complex systems where no or limited structural information is available. A two-layer system consisting of a lower-level inventory controller and an actor-critic optimizer is devised. The algorithm outperforms other heuristics and in many cases it performs close to optimal.

We developed a price-based resource allocation scheme for Differentiated Service (DiffServ) data networks. The DiffServ framework was proposed to provide multiple QoS classes over IP networks. Since the provider supports multiple service classes, we need a differentiated pricing scheme, as supposed to the flat-rate scheme employed by the Internet service providers of today. Charging efficiently is a big issue. The utility of a client correlates to the amount of bandwidth allocated. One difficulty we face is that determining the appropriate amount of bandwidth to provision and allocate is problematic due to different time scales, multiple QoS classes and the unpredictable nature of users. To approach this problem, we designed a pricing strategy for Admission Control and bandwidth assignment. Despite the variety of existing pricing strategies, the common theme is that the appropriate pricing policy rewards users for behaving in ways to improve the overall utilization and performance of the network. Among existing schemes, we chose auction because it is scalable, and efficiently and fairly shares resources. Our pricing model takes the system's availability and each customer's requirements as inputs and outputs the set of clients who are admitted into the network and their allocated resource. Each client proposes a desired bandwidth and a price that they are willing to pay for it. The service provider collects this information and produces parameters for each class of service they provide. This information is used to decide which customers to admit. We proposed an optimal solution to the problem of maximizing the provider's revenue for the special case where there is only one bottleneck link in the network. Then for the generalized network, we resort to a simple but effective heuristic method. We validate both the optimal solution and the heuristic algorithm with simulations driven by a real traffic scenario. Finally, we allow customers to bid on the duration for which the service is needed. Then we study the performance of those heuristic algorithms in this new setting and propose possible improvements.

These services are fueled by applications that often require not only high data rates, but also very low latency to function as desired. However, as wireless networks grow and support increasingly large numbers of users, these control algorithms must also incur only low complexity in order to be implemented in practice. Therefore, there is a pressing need to develop wireless control algorithms that can achieve both high throughput and low delay, but with low-complexity operations. While these three performance metrics, i.e., throughput, delay, and complexity, are widely acknowledged as being among the most important for modern wireless networks, existing approaches often have had to sacrifice a subset of them in order to optimize the others, leading to wireless resource allocation algorithms that either suffer poor performance or are difficult to implement. In contrast, the recent results presented in this book demonstrate that, by cleverly taking advantage of multiple physical or virtual channels, one can develop new low-complexity algorithms that attain both provably high throughput and provably low delay. The book covers both the intra-cell and network-wide settings.
