Through theoretical discussions and case studies, this volume explores how processes of contestation about knowledge, norms, and governance processes shape efforts to promote sustainability through international environmental governance. The epistemic communities literature of the 1990s highlighted the importance of expert consensus on scientific knowledge for problem definition and solution specification in international environmental agreements. This book addresses a gap in this literature – insufficient attention to the multiple forms of contestation that also inform international environmental governance. These forms include within-discipline contestation that helps forge expert consensus, inter-disciplinary contestation regarding the types of expert knowledge needed for effective response to environmental problems, normative and practical arguments about the proper roles of experts and laypersons, and contestation over how to combine globally developed norms and scientific knowledge with locally prevalent norms and traditional knowledge in ways ensuring effective implementation of environmental policies. This collection advances understanding of the conditions under which contestation facilitates or hinders the development of effective global environmental governance. European macro-regions, Euroregions and other forms of inter-regional, cross-border cooperation have helped to shape new scenarios and new relational spaces which may generate opportunities for economic development, while redefining the political and economic meaning of national borders. This book is based on a number of key case studies which are crucial to understanding the complex web of political, economic and cultural factors that shape the heterogeneous picture of Europe’s new geography. This book provides a fresh view on this phenomenon, with a realistic approach shedding light on its complexity as well as on its ambiguities. The new macro-regions are interpreted with an approach recognizing the importance of institutionalization, but also their flexible configuration and "blurred" borders. The book also raises the issue of credibility and legitimacy, arguing that inter-regional cooperation has to be removed from the foggy realm of the exchanges between local political and bureaucratic elites in order to be clearly and concretely motivated, and functional to key strategic objectives of the regions. Europe needs a more bal anced, polycentric system of cities, a new urban-rural relationship, parity of ac cess to infrastructure and knowledge as well as prudent management and devel opment of the natural and cultural heritage. Dealing with these complex challenges and the need for sustainable develop ment politicians requires qualified advice from experts. To this end, the German Ministry for Regional Planning, Construction and Urban Development initiated the Network of Spatial Research Institutes in Central and Eastern Europe (CEE Net) in 1992. Exchange of knowledge and an open dialogue at all levels are pre conditions for the cooperative development of visions and strategies serving spa tial development in Europe. The annual conferences of the network have been a first steps towards closer cooperation. The high interest shown in these confer ences by academics and government representatives and the fact that several re search projects have already crystallised out of the debates they engendered indi cate that the network is meeting a need for exchange and cooperation. There are a number of reasons for considering the cross-border dimension of Bavarias spatial development at the present time. First, there is a new awareness of cross-border development issues on the level of the federal state of Bavaria. This is particularly related to the border between Bavaria and the Czech Republic, which is so historically and politically complex that it has long been difficult to address on the Prague-Munich diplomatic level. Tangible developments have recently been seen here on the middle level. At the same time the start of the macro-regional strategy EUSALP has led to increased discussion of spatial development instruments in the Alpine region. Second, the significance of borders was placed on the political agenda with unexpected force by the flows of refugees that largely began in 2015. After many years of widespread talk of a borderlessEurope, debates about refugee policies and border controls have made clear that the internal European borders still have considerable political significance. In Bavaria this mainly affects its border region with Austria. Third, a new impetus in cross-border cooperation on the European level can be identified: in recent years the focus was on activities in the immediate border area based on INTERREG-A and Euroregions. These remain important, but there is also a new impetus on the higher level, where macro-regions and numerous bilateral and multilateral forms of cooperation are creating new constellations. In Bavaria this can be seen particularly in the relatively new European Region of Danube-Vltava and through involvement in the Danube and Alpine macro-regions.
