This book examines how the liberal peace experiment of the post-Cold War environment has failed to connect with its target populations, which have instead set about transforming it according to their own local requirements. Liberal peacebuilding has caused a range of unintended consequences. These emerge from the liberal peace’s internal contradictions, from its claim to offer a universal normative and epistemological basis for peace, and to offer a technology and process which can be applied to achieve it. When viewed from a range of contextual and local perspectives, these top-down and distant processes often appear to represent power rather than humanitarianism or emancipation. Yet, the liberal peace also offers a civil peace and emancipation. These tensions enable a range of hitherto little understood local and contextual peacebuilding agencies to emerge, which renegotiate both the local context and the liberal peace framework, leading to a local-liberal hybrid form of peace. This might be called a post-liberal peace. Such processes are examined in this book in a range of different cases of peacebuilding and statebuilding since the end of the Cold War. This book will be of interest to students of peacebuilding, peacekeeping, peace and conflict studies, international organisations and IR/Security Studies.

That ‘poor law was law’ is a fact that has slipped from the consciousness of historians of welfare in England and Wales, and in North America. Welfare's Forgotten Past remedies this situation by tracing the history of the legal right of the settled poor to relief when destitute. Poor law was not simply local custom, but consisted of legal rights, duties and obligations that went beyond social altruism. This legal ‘truth’ is, however, still ignored or rejected by some historians, and thus ‘lost’ to social welfare policy-makers. This forgetting or minimising of a legal, enforceable right to relief has not only led to a misunderstanding of welfare’s past; it has also contributed to the stigmatisation of poverty, and the emergence and persistence of the idea that its relief is a 'gift' from the state. Furthermore, territories carry to the centre-stage tacit knowledge, localized social capital, embeddedness and interpersonal relations as fundamental components of their endogenous socio-economic development and competitiveness. When local systems are connected in a horizontal network, they contribute to the strength of national and international systems. To play a constructive role from this perspective, entrepreneurship must avoid local entrenchment and support the local economy to upgrade and be competitive. To do this, the entrepreneurs’ interaction and alliance with universities and governments is a must for those countries and localities wanting to emerge. This requires that enterprises, universities and governments create synergies and spill-overs to their mutual advantage.

Hong Kong has undergone rapid and substantial social, economic, political and demographic changes since the 1970s. This book examines critically the real impact of these changes on a single surname village in rural Hong Kong. It draws on anthropological fieldwork conducted during the late 1990s and the early 2000s. This ethnographic study demonstrates that kinship, particularly agnatic kinship, has remained a valuable resource for Pang villagers, enabling them to acquire key welfare entitlements, and to secure a good measure of economic and social well-being. Kinship affiliation has provided and still provides (admittedly differential) access to political patronage and legal entitlements, financial assistance and the substantial benefits of corporate property-holding, physical protection and political leadership, employment, care-giving and support networks, housing needs, old age security, a ritually-imagined community, with a sense of spiritual well-being. Agnatic kinship has been organized as a corporate institution and as a quasi-religious community through which substantial support, protection, and privileged access is provided for villagers. At the same time, reliance on this elaborate "localized culture of welfare" has maintained or reinforced the contours of stratification and inequality among Pang villagers, even as lineage identity has remained largely intact in the face of changing external circumstances.

This book seemingly does not follow strict editorial rules, although there is an invisible logical line running through it, and linking all chapters. The intent of the authors, each specialist in the subject areas of their chapter, was to synthesize the social phenomena of the recent past. Some contributions provide also a wider historical perspectives. Essentially, this book is a part of a mosaic which will be deciphered by subsequent work. . This is simply a compilation of the first studies and is to be followed with results of other collaborative research among the semi-peripheral Northern and Eastern European countries in the next years..
