This book investigates how political actors - and more particularly members of parliaments - have reacted to Brexit to assess its long-term consequences. Brexit has not only been a major disruption affecting the functioning and internal balance of the European Union (EU), but to a very large extent, it also represents a challenge to the idea of an ‘ever closer union’ and to the democratic principles on which the EU has been built. Relying on empirical explorations of regional and national parliaments across the continent as well as the European Parliament, the chapters in this volume address three intertwined sets of questions regarding the evolution of democratic politics in Europe in the wake of Brexit. Firstly, how do citizens’ representatives assess the UK’s decision to withdraw from the EU and its consequences? Europe has undergone quite profound changes since the end of the Cold War. Having been a highly militarised, conflict-ridden and war-ridden region, the core of Europe today constitutes a security community where armed conflicts among the constituent states has become inconceivable. This comprehensive book offers a theoretically founded and thoroughly documented analysis of European security, with a special emphasis on the role played by the United Nations and the various regional and sub-regional organisations, especially the North Atlantic Treaty Organisation, the Organisation for Security and Cooperation in Europe, the Council of Europe and the European Union. When it comes to explaining peace in Europe opinions differ widely. Some argue that it was only because the West refused to give in to Soviet threats that the latter eventually gave up; or that the 'long peace' in Europe was due to the combination of a bipolar alliance structure, pitting the North Atlantic Treaty Organisation (NATO) against the Warsaw Pact, with the presence of nuclear weapons on both sides. Others point instead to the extraordinarily dense network of international institutions and organisations in Europe, offering a wide panoply of fora in which to handle disputes peacefully; or to the web of interdependence in economic and other affairs, tying together all states in Europe in relations which militate strongly against war. Still others believe that the external peace between the states in Europe is simply a reflection of a convergence of cultures, democracies with marked economies that are open towards the world market. These questions are the focal point of this book, which concentrates on security, albeit not in the sense of being a treatise on military matters, but security obtainable by much more indirect and non-military means. An EU Innovative External Action? discusses both the EU’s growing challenges from its near and far neighbourhood and the developments within the EU that seek to meet them. The European Security Strategy (2003) and its updating (2008) have pointed out some of the growing external problems. These documents have outlined the goals for the EU’s future activity in terms of general principles and policy rather than of specific actions, adopting a holistic approach covering a wide range of civilian responses as well as the military dimension of security. This book is an empirical investigation which reflects these different aspects and pressures, exploring the interaction between resources and capacities, policies and processes, and influences from within and outside the EU. Its main argument is the need for the EU to work towards meeting its external challenges by developing innovative action. The crucial challenges that this volume explores include the EU’s approach to the European External Action Service; the EU’s handling of Russia, China, and Iran; the legal aspects of the Common Security and Defence Policy’s (CSDP) military operations; legal issues regarding the EU’s combating of piracy and armed robbery in the CSDP Operation Atalanta; the influences and issues inherent in the EU’s coordination of the above military marine operation; the political control and strategic direction on decision-making by the Political Security Committee; the establishment of the EU’s rapid reaction force within the CSDP framework and its present (in)action; and the CSDP’s experimentation in the promotion of peace and security on the African continent.
