Reserve law enforcement officers comprise a significant complement to full-time peace officers who provide services to our communities. Some 334 agencies currently employ nearly 14,000 reserve officers. To put this in perspective, the reserve officer presence in California approximates about 25% of the total 55,000 municipal and county law enforcement personnel. What once was viewed as an informal role has evolved into roles with legislatively mandated minimum selection and training standards. To the extent possible under the rules that govern our services, POST has extended its programs to include the participation of reserve officers. Legislation, enacted in 1978, and since amended, has created several levels of reserve officers with varying standards for selection and training. A partial purpose of this document is to bring together in one place the provisions of law and POST regulations that affect each category of reserve officers. It is intended to be of particular assistance to coordinators in local agencies who are responsible for administering reserve officer programs.
