A nation's commerce is born of its industry and is part of its struggle for the necessaries, the comforts, and the luxuries of life. It prospers in peace and is destroyed by war. A historian of the world's commerce, therefore, has no lack of material possessing the greatest human interest. Every war changes the current of his narrative and every period of peace adds to the importance of his subject. If this book is dull, it will be because I have failed to grasp the dramatic elements which the subject presents. The growth of industrial power in the United States on account of its efficient and enlightened labor, its natural resources, its accumulating capital, and its inventive genius, is making the subject of commerce of present and vital significance in this country. In preparing it the aim has been the same as the aim Of the teaching: viz., to present the essentials of his tory from the commercial and industrial point of view. The purpose has been to furnish the history Of a great movement or tendency rather than the history of nations. It will be Obvious to those who use the book that the 'writer's interests have been primarily in commercial history. The writer accepts as true a recent statement Of Canon Hen son, that knowledge Oi the past is a great emancipating power Of the present, and that ignorance Of the past is one of the present's greatest curses. History treated as a record of social progress may become one of the great cementing forces Of society. With what aspect of the past shall history deal? Excerpt from Commerce and the Empire After working many years for Free Trade in Australia I feel emboldened to make an effort in the wider field of the Empire. The time has arrived when, in my judgment, Free Traders in all the self-governing Colonies should make an effort to bring their respective parts of the Empire into line with British fiscal policy. The task is by no means so difficult as some people think; race sympathy is making it easier every year; and the very need of revenue makes the task less instead of more difficult, since it is easier to obtain revenue without than it is with restriction. The necessity of dealing with the preferential phase of the subject has caused me to hurry the publishing, and consequently the book is less complete in many respects than I intended. The controversy with regard to preferential duties will have one good result: it will lead to a better general knowledge of the whole subject, and will, therefore, pave the way for the Self-Governing Colonies, one after another, to raise the Free Trade flag. A British Free Trade Empire is a noble object for which to fight. During a period of about nine months, in 1900-1901, immediately preceding the first Federal Election in the Australian Commonwealth, I published a weekly paper, under the title of Our Country, dealing solely with the fiscal controversy. The greatest educational step of the colony was taken in 1705, when Andrew Clark, an Englishman, came over and Opened the first public school. There were then persons in New York. The Upas-tree of the century was planted in 1709, when the first slave-mart was Opened at the foot of Wall Street slip, on the site Of the old block house. This same year may also be said to have been the first plank in the financial history of this city, paper money having then been introduced. Broadway, between Maiden Lane and what is now City Hall Park, was laid out in 1712. The negro oppression riot also burst forth again in that year.
