Book Description
The recent euro crisis and the dramatic increase of unemployment in some euro countries have triggered a renewed interest in a fiscal capacity for the European Union to stabilize the economy of its member states. One of the proposed instruments is a common European unemployment insurance. In this book Sebastian Dullien from the HTW Berlin provides and evaluates a blueprint for such a scheme. Building on lessons from the unemployment insurance in the United States of America, he outlines how a European unemployment benefit scheme could be constructed to provide significant stabilization to national business cycles, yet without strongly extending social protection in Europe. Macroeconomic stabilization effects and payment flows between countries are simulated and options, potential pitfalls and existing concerns discussed.

Book Description
The paper analyzes the wage-employment effects of replacing unemployment benefits by negative income taxes. It first surveys the major equity and efficiency effects of unemployment benefits versus negative income taxes, and summarizes the salient features of many European unemployment benefit systems in this light. Second, it presents a simple theoretical model that focuses on the relative wage-employment effects of unemployment benefits versus negative income taxes. Finally, it provides some empirical groundwork for assessing this relative effect

Book Description
This book investigates the paradox of rich countries of Western Europe, who have high levels of poverty whilst proclaiming its eradication as one of the primary social and economic goals. It looks at how policies often do not achieve their goals, why countries need mechanisms to reduce wage inequality and why they choose to provide universal benefits instead of systems of selective benefits targeted at the poor. Along with cross-countries comparisons, the volume also presents analysis of the minimum income in France, Portugal, Italy, Finland, Ireland, Belgium, and Greece.

Master's Thesis from the year 2014 in the subject Economics - Finance, grade: 1, Donau-Universität Krems (Department for Management and Economics), course: International Financial Environment, language: English, abstract: The member states of the euro area have delegated the framing of monetary policy to a European Central Bank, while fiscal policy remains in responsibility of the national governments. In a monetary union, counter-cyclical fiscal policy can deliver only limited help to minimize the loss of monetary policy for adjustment to idiosyncratic shocks. As fiscal capacity at EMU level could transfer a significant part of the cyclical aspects of fiscal policy to the su¬pranational level and help the euro area members to focus their fiscal policy on structural balances. A variety of such risk-sharing mechanisms have been suggested in the academic literature. This Master’s Thesis evaluates the concept of euro area wide unemployment insurance, in comparison with cyclical transfers between the Eurozone members based on their business cycle position. The European unemployment insurance scheme surpasses other concepts with regards to the criteria distributional neutrality and transparency, both of which are essential in order to gain support of European policymakers and voters.

Book Description
This fascinating book presents an in-depth study of the particular combination of unemployment insurance, employment protection and active labour market policies prevalent in seven European countries. Currently, European governments are being challenged to find an optimal social policy strategy that fosters 'flexicurity , whereby a flexible, well-functioning labour market is achieved, while protection for workers is maintained. The contributors explore the formal laws and regulations, as well as the administration and implementation of social policy, paying special attention to the role of the social partners. A detailed country comparison shows that the combination of social policy instruments is important to labour market performance, but that multiple optimal mixes already appear to exist. The Labour Market Triangle will prove invaluable to academics in the field of policy research, including economists, sociologists and political scientists. Policy advisers and practitioners in the field of social policy, as well as representatives of trade unions, employers associations and political parties will find this multidisciplinary book of great interest.

Book Description
Seminar paper from the year 2009 in the subject Politics - Miscellaneous, grade: 1,3, Berlin School of Economics and Law, course: Public Management and Governance in the EU, language: English, abstract: Why does a comparison of different social security systems with in the European Union(EU) make sense? Social security systems have to change because the underlying conditions are changing: globalisation, technological innovation, the disappearance of borders in Europe and demographic development are challenges the social systems must respond to. Social systems have to adapt. But how and in what direction should they evolve: public administration or private insurance; financed through taxes or through voluntary contributions; large amount of benefit in order to ensure social peace and to streng then the consumer or low benefit to save money and to encourage selfactivity? Inorder to answer these and other questions it may be rewarding to examine the different social systems and to learn from the most successful ones.

Book Description
Regulating the Risk of Unemployment offers a systematic comparative analysis of the recent adaptation of European unemployment protection systems to increasingly post-industrial labour markets. These systems were mainly designed and institutionalized in predominantly industrial economies, characterized by relatively standardized employment relationships and stable career patterns, as well as plentiful employment opportunities even for those with low skills. Over the past two to three decades they have faced the challenge of an accelerating shift to a primarily service-based economy, accompanied by demands for greater flexibility in wages and terms and conditions in low-skill segments of the labour market as well as pressures to maximise labour force participation given the more limited potential for productivity-led growth. The book develops an original framework for analysing adaptive reform in unemployment protection along three discrete dimensions of institutional change, which are termed benefit homogenization, risk re-categorization, and activation. This framework is then used to structure analysis of twenty years of unemployment protection reform in twelve European countries. In addition to mapping reforms along these dimensions, the country studies analyse the political and institutional factors that have shaped national patterns of adaptation. Complementary comparative analyses explore the effects of benefit reforms on the operation of the labour market, assess evolving patterns of working-age benefit dependency, and examine the changing role of active labour market policies in the regulation of the risk of unemployment.
