Between February 2020 and March 2021, the European Commission developed two flagship policy documents: the Communication Shaping Europe's digital future and the Communication 2030 Digital Compass: the European way for the Digital Decade, both aimed at fast-forwarding the digitalisation of the European Union and its Member States, and constituting the backbone of the European Commission's priority 'A Europe fit for the digital age'. While the first document explores the vision and goals behind the Commission's digital priority (technology that works for people; a fair and competitive economy; and an open, democratic and sustainable society), the 2030 Digital Compass provides a detailed overview of the actions needed to pursue four main objectives: i) a digitally skilled population and highly skilled digital professionals; ii) secure and performant sustainable digital infrastructures; iii) the digital transformation of businesses; iv) and digitalisation of public services. In this report, the second of a series of reports targeting the European Commission priorities, the JRC tries to explore Europeans' interest around selected policy areas composing the digital priority. In particular, this report explores how Europeans' interest evolves on three main areas touched upon by the digital priority: the availability and quality of infrastructure; the interest to develop skills to work, learn and to be contextaware in an increasingly digital world; and the changes in the way in which Europeans enrich themselves and relax using the digital medium for entertainment purposes. Each of the areas above is explored by a dedicated indicator or aggregation of indicators, representing selected topics made available by Google Trends, and characterising the concept being analysed. As in previous reports2, this work aims at making trends in Google Search data easier to explore and interpret, allowing for comparisons among countries and over time. While there are limitations in exploiting web searches to proxy the interests of Europeans, online search behaviour could provide insights on otherwise hardly measurable topics (such as the awareness of the citizens on a given topic) or topics in which coverage and frequency are lower (as in the case of survey data).

Ensuring fair and trustworthy data sharing is at the core of the European Commission's policy agenda for the period 2019-2024 under the priority "A Europe fit for the digital age". Published in 2020, the European strategy for data set the ambitious vision to establish common European data spaces in all strategic societal sectors and domains of public interest. Data spaces are envisioned as sovereign, trustworthy and interoperable data sharing environments where data can flow within and across sectors, in full respect of European ambitions, rules and values. To support the establishment of data spaces while meeting the Digital Decade objectives for Europe's digital transformation by 2030, several cross-sectoral legislative instruments have been adopted or proposed following the publication of the European strategy for data. These include: the Data Governance Act, introducing a set of horizontal measures to boost trustworthy data sharing in the EU; the Data Act, aiming to make more business data available for reuse through the definition of rules on who can access and use what data and for which purposes; the Implementing Act on High Value Datasets, implementing the Open Data Directive by specifying a list of datasets that public sector bodies shall make available for free and under open access licenses, as well as making them accessible in machine-readable formats via application programming interfaces (APIs); and the Digital Markets Act, which sets out some measures on data access and portability to regulate the "gatekeeper power" of digital companies prone to unfair business practices.

According to the European Commission, two recent policies: the Digital Service Act and the Digital Market Act will allow for the regulation of a significant part of the EU Digital Single Market (DSM), to an extent similar to the creation of the traditional internal market in the early 1990s. The provisions are intended to improve conditions in the EU DSM to ensure that the market is as free and fair as it is safe for users of the digital economy. This interdisciplinary book analyses the impact of digital technologies on specific markets and, more broadly, the society and the economy. It identifies and assesses the different features, challenges, trends and dimensions of the EU DSM, from a legal and economic viewpoint, and also from a Polish perspective.
