The U.S. Department of Defense and Navy are placing a greater emphasis in energy efficiency. Though the surface fleet comprises only a small percentage of petroleum usage, seemingly small efficiencies gained could yield substantial fuel savings. This thesis follows a process of researching and collecting fuel-saving ideas, developing a method to estimate savings, subjecting calculations to sensitivity analyses by discount factor and cost of fuel, and creating prioritization listings of ideas based on predicted savings. Six techniques and twelve technology-based initiatives are examined. Calculations are estimated for each idea using inputs from various sources. Sensitivity analysis is performed on the independent variables of fuel price and discount factor and rankings are computed. The prioritized listing of techniques and technologies are stable when subjected to these sensitivity analyses. And as expected, greater savings are realized when the cost of fuel is higher and/or when the discount factor is lower. For several of the practices in this study, fuel savings are shown to be substantial and worthy for consideration despite any involved risk. These findings may be used by decision makers to pursue further testing and evaluation of practices and subsequently confidently implement throughout the surface fleet, knowing that savings will remain robust despite fluctuations in fuel prices.

With few effective decision-making tools to assess the affordability of major weapon systems, management of total ownership costs is continually misunderstood. Cost analysis provides a quick and reliable assessment of affordability. Because there is no standardized method for calculating reliable estimates of operating and support (O&S) costs (the principal component of total ownership cost), this thesis formulates a parametric cost model which can be used to determine the annual O&S costs of U.S. Navy (non-nuclear) surface ships based on known (or assumed) physical characteristics and manpower expectations. Source data for the cost model is obtained from the Navy Visibility and Management of O&S Costs (VAMOSC) database, a historical cost database maintained by the Naval Center for Cost Analysis (NCCA). Through standard regression and data analysis techniques, cost estimating relationships are developed for three major cost drivers: ship light displacement, ship overall length, and ship manpower. The formulated parametric cost model is a top-level and fairly reliable representation of average annual O&S cost, and it can be used by the DOD cost community to perform component cost analyses or independent cost estimates.

As the sophistication and technology of ships increases, U.S. Navy shipbuilding must be an effective and cost-efficient acquirer of technology-dense one-of-a-kind ships all while meeting significant cost and schedule constraints in a fluctuating demand environment. A drive to provide world-class technology to the U.S. Navy's warfighters necessitates increasingly complex ships, which further augments the non-trivial problem of providing cost effective, on-schedule ships for the American taxpayer. The primary objective of this study was to quantify, assess, and analyze cost-predictive complexity-oriented benchmarks in the pre-construction phase of the U.S. Navy's ship acquisition process. This study used commercially-available software such as Mathwork's MATLAB software to analyze the numerical cost data and assess the fidelity of the predictive benchmarks to the datasets. The end result was that a consideration of complexity via the methods and algorithms established in this study supported an exponential cost versus complexity relationship to refine the current cost estimation methods and software currently in use in U.S. Navy shipbuilding. Specifically, it was found that for the subsystems under analysis, acquisition/contract cost per unit was highly correlated with unit complexity according to the relationship, cost/unit ($M,USD) = 23.100 + e^0.015C.

This thesis provides the background and motivation for furthering the Fully Burdened Cost of Fuel (FBCF) cost estimating methodology and calculations in the context of a naval aviation fixed wing platform. The FBCF contribution to Total Ownership Cost in the Analysis of Alternatives for Major Defense Acquisition Programs requires steady advancement to meet an October 2011 implementation deadline. Applying OSD guidance and calculator mathematical process facilitates comparison of the additional costs to deliver and protect fuel demanded by the F/A-18E/F aircraft with those added costs for a ship platform. Total costs throughout a realistic operation and support life cycle and applying a notional scenario to the newest calculator demonstrate a range of cost estimating methods. Our conclusions support previous analysis that air refueling contributes significantly to logistics support costs and that investment in fuel conservation technologies and platform endurance can be a strategic opportunity for the Department of Defense and the Department of the Navy. The aircraft FBCF is multiple times higher than the fuel commodity price as compared to the FBCF for ships, which is only fractionally higher than the fuel commodity price. Assured Delivery Price of supplied fuel calculations are complicated for platforms that require multiple refueling support assets.

Adjustable Speed Drives (ASD), AC induction motors, AC synchronous motors, centrifugal pumps, and positive displacement pumps were examined. The technical challenges associated with ASDs were explored. MATLAB was used to calculate the potential power savings to be gained by introducing ASD technology to the Firemain and Chilled Water Systems. MATLAB was also used to calculate fuel cost savings from reduced consumption of Shipboard power.

This report identifies U.S. Navy surface ships that would benefit most from the retrofit of hydrodynamic energy enhancement devices. These devices reduce be required power, and consequently, the fuel needed for propulsion. A large number of potential energy enhancement devices are assessed with regard to their suitability and cost effectiveness for retrofit to U.S. Navy surface ships. A powering evaluation of the U.S. Navy surface ship fleet was prepared. This information was used to identify eleven U.S. Navy surface ship classes as candidates for consideration with regard to retrofit of energy enhancement devices. These classes possess worthwhile energy savings potential with the installation of such devices. Potential yearly energy device fuel cost savings, and long and short term potential fuel savings, were then estimate for these identified candidate ship classes. A large number of energy enhancing concepts and devices with potential for reducing delivered power requirements or improving ship energy efficiency, are identified and described. A chart of compatibility between all identified energy savings devices was prepared. Over a dozen propulsion energy enhancement devices are identified as having potential for retrofit to U.S. Navy candidate surface ship classes. Recommendations are prepared with regard to which energy enhancement devices are to be considered as cost beneficial for retrofit to each of the eleven identified candidate U.S. Navy surface ship classes.

The U.S. Navy owns 277 ships, 57 submarines and more than 4,000 aircraft that requires an inventory that includes: 551 different engines; 7,325 different motors; 36,979 types of valves; 268 air-conditioning unit models and ; 443 categories of generators. Research was conducted into the efficiencies and added value that could be realized by incorporating 3D laser scanning and Product Lifecycle Management (PLM) tools into the cost estimation portion of the ship maintenance and modernization (SHIPMAIN) program. Knowledge Value Added (KVA) + Real Options (RO) framework was used in a proof-of-concept case study to quantify process improvements and subsequent benefits of the addition of 3D laser scanning and PLM technologies on cost estimation in the SHIPMAIN program. The Entitled Process for Surface Ship and Carrier Modernization (SHIPMAIN EP) is a five-phased program that leverages best practice techniques to provide a common planning process for fleet maintenance. The goal of this program is the "right" work at the "right" time for the "right" cost.

Maintenance and modernization efforts of the U.S. Navy s fleet are essential to the U.S. s ability to project power and deter adversaries from around the world. This maintenance and modernization requires substantial allocation of funds from the already stretched thin budget. In order to facilitate the most cost-effective way of allocating funds the Navy has invested substantial fiscal and human resources to standardize the processes used to accomplish maintenance, modernization and repair for its fleet of ships. In order to realize the full benefit to the available technology, reliable and quantitative measures which capture and measure the full range of benefits provided by technology resources are essential. The Knowledge Value Added (KVA) methodology will be used in this thesis to identify and quantify the benefits that can be realized within the cost estimation portion of the ship maintenance and modernization (SHIPMAIN) program. A proof of concept case was developed to analyze the current cost estimation process with SHIPMAIN. After the completion of the baseline as-is process, the KVA methodology is applied to a notional scenario which uses 3D laser scanning and Product Lifecycle Management to reengineer the current cost estimation process. The notional scenario demonstrates positive returns from the reengineered cost estimation process and the KVA methodology establishes evidence which suggests that operating costs will be reduced by over $176 million and cost estimation efficiency will increase.
