The first comprehensive account of China policy during the Kennedy years, this study profiles John F. Kennedy as a man whose inner struggles and disparate characteristics made for an unpredictable foreign policy. While he was often a hostage to the Cold War, to constrictive perceptions of the domestic climate, and to the image of a predatory China, Kennedy recognized Washington's finite capacity to shape events on the China Mainland. With the possible exception of a preventive strike against China's nuclear installations, he was also reluctant to run the risk of a military confrontation with Beijing. On the eve of his assassination, Kennedy may have even contemplated a China policy departure during his second term. A calm appraisal of China's capabilities and intentions constituted the distinguishing feature of revisionist thinking during the Kennedy years. The disjointed revisionist effort settled, in late 1963, on a pedagogic course, which still implied a search for American primacy. The revisionist approach did ultimately facilitate the transformation of bilateral relations in the early 1970s. From a shorter-range perspective, however, the Kennedy era only added fuel to the fire of Sino-American confrontation. The Limited Test Ban Treaty accentuated the sense of encirclement and vulnerability in Beijing's psyche, and clouds gathered ominously over Vietnam. Kennedy does bear some responsibility for the bilateral impasse, as he personified a decisionmaker so obsessed with the objective of deterrence as to overlook the security dilemma: nonetheless, Mao's preference for a radical course, independent of Kennedy's conduct, contributed as well. Neither side was yet ready for a breakthrough.

Today, Western intervention is a ubiquitous feature of violent conflict in Africa. Humanitarian aid agencies, community peacebuilders, microcredit promoters, children's rights activists, the World Bank, the International Criminal Court, the U.S. military, and numerous others have involved themselves in African conflicts, all claiming to bring peace and human rights to situations where they are desperately needed. However, according to Adam Branch, Western intervention is not the solution to violence in Africa but, instead, can be a major part of the problem--often undermining human rights and even prolonging war and intensifying anti-civilian violence. Based on an extended case study of Western intervention into northern Uganda's twenty-year civil war, and drawing on Branch's own extensive research and human rights activism there, this book lays bare the reductive understandings motivating Western intervention in Africa, the inadequate tools it insists on employing, its refusal to be accountable to African citizenries, and, most important, its counterproductive consequences for peace, human rights, and justice. In short, Branch demonstrates how Western interventions undermine the efforts Africans themselves are undertaking to end violence in their own communities. The book does not end with critique, however. The speed with which international organizations react to crises affects the prospects for communities to re-establish peace. Why then do some international organizations take longer than others to answer calls for intervention? To answer this question and explore options for reform, Time to React builds on contemporary scholarship with original data on response rates and interview evidence from 50 ambassadors across four leading organizations (AU, EU, OAS and OSCE). The explanation for variation in speed ultimately lies in core differences in institutional cultures across organizations. Although wealth and capabilities can strengthen a peace operation, it is the unspoken rules and social networks of peace and security committees at these organizations that dictate the pace with which an operation is established.
