Abstract: The purpose of this project was to locate a potential funding source and write a grant that will provide peer led education to immigrant Latino families regarding mental health services. This project goal is to increase the utilization of services within their community. A search was conducted to locate an appropriate funder for the proposed program. Various areas needed to be addressed to identify an appropriate funder which included correlation of goals and visions between the purposed program and the funding source. In funding this program, The California Endowment was chosen as the outcomes align with the goals of the program which include but are not limited to "health-home," decreasing youth violence and improving youth development. The goals for this program are to provide education to immigrant Latino families about mental health in an environment that is comfortable and non-threatening. This program will also provide various resources that will facilitate the services that are needed within this population.

Complicating the common view that immigrant incorporation is a top-down process, determined largely by parents, Vikki Katz explores how children actively broker connections that enable their families to become woven into the fabric of American life. Children’s immersion in the U.S. school system and contact with mainstream popular culture enables them more quickly to become fluent in English and familiar with the conventions of everyday life in the United States. These skills become an important factor in how families interact with their local environments. Kids in the Middle explores children’s contributions to the family strategies that improve communication between their parents and U.S. schools, healthcare facilities, and social services, from the perspectives of children, parents, and the English-speaking service providers that interact with these families via children’s assistance. Katz also considers how children’s brokering affects their developmental trajectories. Community-based educational programs play a significant role in the education and positive development of youth. Over the last decade, the Oregon 4-H Youth Development program has made special efforts to reach and engage Latino youth and families in non-formal educational programs. Latino families most often do not access community-based educational programs because they don't know about them and/or they do not feel welcomed. This report was prepared to help educators better understand the nuances of Latino culture that impact the participation of youth and to learn how to design and implement culturally responsive programming that will attract Latino youth. The report provides a synthesis of the knowledge gained over ten years of experience through the Oregon 4-H Latino Outreach Project. Topics addressed include ways to build relationships and establish trust with Latino communities, issues involved in the selection of outreach staff, critical elements of culturally responsive programming, evaluating outreach programs, and recruiting and supporting Latino adult volunteers. While the information reported here was gained in non-formal educational setting, much of what was learned is applicable to formal educational settings as well. Bump for the Institute for the Study of International Migration at Georgetown University.
