Subsequent to the conclusion of the era of the military regime, the Federative Republic of Brazil has not prepared a formal document which consolidates national security strategies. A wide range of partial and individualized security policies and strategies were and are existent, but they are set forth and published in numerous directives spread throughout Government agencies and departments, ensuring the difficulty of implementing a single, cohesive policy. This project proposes to merge the numerous programs and directives that have been previously adopted by the Brazilian government and to complement these policies with new concepts developed by the author. To present an organized national security strategy, this paper starts by defining an own concept of national security. National values and interests are then described. Next, major global trends are briefly considered, with a view to possible influences on Brazil during the next 15 to 20 years. Subsequently, serious threats are presented. The main body of the project contains objectives, elements, and perceived methods to implement a unified Brazilian national security strategy. Finally, the reader's attention is directed to the fact that almost all successful countries in the world have a formal document delineating their national security strategies - Brazil should and must follow this precept.

Brazil is a peaceful country, by tradition and conviction. It lives in peace with its neighbors. It runs its international affairs, among other things, adopting the constitutional principles of non-intervention, defense of peace and peaceful resolution of conflicts. This pacifist trait is part of the national identity, and a value that should be preserved by the Brazilian people. Brazil - a developing country - shall rise to the first stage in the world neither promoting hegemony nor domination. The Brazilian people are not willing to exert their power on other nations. They want Brazil to grow without reigning upon others. This is perhaps the reason why Brazil has never conducted a wide discussion about its own defense affairs throughout its history. Periodically, governments used to authorize the acquisition or production of new defense products, and introduced specific reforms in the Armed Forces. However, a national strategy of defense has never been proposed to systematically guide the reorganization and reorientation of the Armed Forces; the organization of the defense industry in order to ensure the operational autonomy of the three service branches: the Navy, the Army and the Air Force; and the policies for the composition of their troops, moreover reconsidering the Mandatory Military Service. However, if Brazil is willing to reach its deserved spot in the world, it will have to be prepared to defend itself not only from aggressions, but equally from threats. Intimidation overrides good faith in the world where we live. Nothing substitutes the engagement of the Brazilian people in the debate and construction of their own defense.

The need for security and the institutionalization of that security in national strategy and its associated documents is becoming a significant concern for nations in the 21st century international system. This need requires the development of national-level strategies that are designed with objectives; the attainment of which can ensure that the conditions necessary for security for a given actor in the international system can be met. The intent of this monograph is to explore the actual processes that nation-states employ to craft their national security strategy-related documents. The study aligned individual case studies of nation-states conducting their national strategy document formulation processes. These case studies were selected based upon a determination of two primary factors: 1) the nation-states in question had developed national security strategy documents that involved participation in the drafting process from more than one department or agency from the executive branch of government; and, 2) individual participants that were involved in the actual drafting process would be willing to respond to the questions delineated above, either in person or by written response. In addition, subject to travel resource availability, an effort was made to have as many different regions of the world as possible represented in the review. Ultimately, five countries and their national strategy documents were selected for assessment: Australia, Brazil, South Africa, the United Kingdom, and the United States. Once the data was gathered, the monograph written so as to compare and contrast the various processes employed by each nation in their strategy document development. The last portion of the analysis evaluates the lessons learned from all five cases and identifies specific lessons that could be applicable to strategy document formulation for any future actor engaged in the process.
