Book Description
Human civilization and development are the results of endless pursuit of challenge. However, myriad of issues of poverty and hunger, polarization of wealth, continued inequality, accelerating ageing society, difficulty in creating jobs, and rapid climate change borne out of global warming are blocking our path to a better future. In order to overcome these issues, the UN has created the Sustainable Development Goals, common goals that are shared by all countries, and is calling for a higher level of international cooperation of promoting public service innovation and sharing the accomplishments. Based on the experience of building an e-government with the foundation of rational law and regulation, Korean government is improving productivity and effectiveness of administrative service for its people using advanced ICT. Also, the government is working to create a better government that can take on the important role of promoting sustainable development. Government 3.0 is a people-focused government innovation policy, opening and sharing government-owned data. Through it, customized and integrated service is provided, and efficiency and transparency of government administration is heightened by building a structured system for better communication with people and for close cooperation among government branches. This book aims to introduce in detail the 28 model cases of Korea’s public service under the theme of people’s happiness, the vibrant economy , and efficient public service, so that civil servants around the world and those working for international organizations that devote themselves to government innovation and sustainable development understand Korean government’s efforts on public governance innovation. We hope that through international cooperation on public service, each country can communicate, cooperate, and share to solve today’s issues for a better future for all. -- Index Happiness to People's Lives 01. Book Description
Better Governance Across the Board is a practical guide for achieving good corporate governance of organizations regardless of whether they are for profit, listed, state-owned, family owned, or widely held. It delves into the questions boards must ask if they are to fulfill their fiduciary duties, taking account of regulatory issues. Part 1 defines corporate governance, explaining the four reasons why it matters and how it applies to a wide range of organizations. Part 2 explores the "Five P" framework of Purpose, Principles, Power, People, and Processes that helps boards to create sustainable value. Part 3 concludes by showing how the organization’s long-term "license to operate" is achieved by boards focusing on the three most important assets of the organization: its reputation; its people, and its processes. This book explores the dilemmas that currently exist in modern approaches to corporate governance and suggests ways of overcoming them. Based on ten years of teaching more than 1,500 directors of publicly listed companies, it integrates key principles of leadership, ethics, branding, and governance into a unique five-factor framework to help directors make good decisions in strategy, risk management, succession planning, internal controls, and stakeholder engagement.

Book Description
Weak or failed states - where no government is in control - are the source of many of the world's most serious problems, from poverty, AIDS and drugs to terrorism. What can be done to help? The problem of weak states and the need for state-building has existed for many years, but it has been urgent since September 11 and Afghanistan and Iraq. The formation of proper public institutions, such as an honest police force, uncorrupted courts, functioning schools and medical services and a strong civil service, is fraught with difficulties. We know how to help with resources, people and technology across borders, but state building requires methods that are not easily transported. The ability to create healthy states from nothing has suddenly risen to the top of the world agenda. State building has become a crucial matter of global security. In this hugely important book, Francis Fukuyama explains the concept of state-building and discusses the problems and causes of state weakness and its national and international effects.

Book Description
Why and how did South Korea become the world’s top digital government leader? This book examines the Korean model and how it is different from the digital government models of the West, specifically of the United States and the UK. The book also looks at the successes and failures that South Korea has encountered during the process of helping developing nations set up digital governments. The book begins with the origins and historical development of digital governance. It examines digital government strategies and informatization policies in Korea’s nation development and its promotion of the information and communications technology (ICT) industry. The book explains that one of the key successes was the result of leadership and a strong pan-governmental propulsion system, namely ICT governance. The book also suggests a new digital government development model in response to rapid changes in the ICT environment, specifically in view of the Fourth Industrial Revolution. It is a useful reference for developing countries that are looking at developing their own national information master plan, including digital government.

Book Description
The report brings together evidence, international experience and policy insights for the design of housing policies. Emphasis is placed on three broad aspects: inclusiveness, efficiency and sustainability. Inclusive access to housing has become increasingly challenging in many OECD countries due to a large extent to rising housing costs, which reflects the failure of housing supply to meet demand, particularly in jobs-rich urban areas.
