The Integrated Postsecondary Education Data System (IPEDS) collects institution-level data from postsecondary institutions in the United States (50 states and the District of Columbia) and other U.S. jurisdictions (see appendix A for a list of other U.S. jurisdictions). This "First Look" presents findings from the preliminary data of the IPEDS spring 2012 data collection, which included four survey components: Enrollment at postsecondary institutions during fall 2011; Finance, for the 2011 fiscal year; and graduation rates of selected cohorts within 150 and 200 percent of normal program completion time. Data for all components were collected through the IPEDS web-based data collection system. Detailed information about the study methodology can be found at http://nces.ed.gov/pubsearch/pubsinfo.asp?pubid=2012293. This "First Look" using IPEDS preliminary data provides users with an opportunity to obtain access to IPEDS data soon after the close of data collection. Provisional data for this collection, containing fully imputed and adjudicated data, will be released approximately 3 months after the preliminary data. Final data, including revisions submitted by institutions after the close of data collection, will be available during the following collection year (2012-13). The purpose of this report is to introduce new data through the presentation of tables containing descriptive information. Selected findings have been chosen to demonstrate the range of information available when using the IPEDS data rather than to discuss all of the observed differences, and they are not meant to emphasize any particular issue. Not all data collected during the spring 2012 collection are displayed in this "First Look"; however, all data from the spring 2012 collection are publicly available through the IPEDS Data Center, found at http://nces.ed.gov/ipeds/datacenter. The Integrated Postsecondary Education Data System (IPEDS) of the National Center for Education Statistics (NCES) was initiated in 1986 to collect data about all identified institutions whose primary purpose is to provide postsecondary education. Postsecondary education is defined within IPEDS as "the provision of a formal instructional program whose curriculum is designed primarily for students who are beyond the compulsory age for high school. This includes programs whose purpose is academic, vocational, and continuing education, and excludes avocational and adult basic education programs." Since 1992, IPEDS has focused on institutions participating in Title IV Federal Financial Assistance programs. In fact, institutions participating in Title IV Federal Financial Assistance programs are required to provide IPEDS data. IPEDS data are collected as nine separate components--institutional characteristics, completions, employees by assigned position, salaries, fall staff, enrollment, student financial aid, finance, and graduation rates. Tuition and price data are collected as a part of the institutional characteristics component. These data are collected annually in three distinct data collections: fall, winter, and spring. Each collection uses web-based survey procedures. A small and diverse segment of the Integrated Postsecondary Education Data System (IPEDS) universe includes colleges and universities that offer only degrees above the baccalaureate level. These graduate-only institutions are colleges or universities that offer programs in a variety of fields, including acupuncture, medicine, law, theology, business, and psychology. In 2009-10, there were 315 graduate-only institutions in IPEDS enrolling over 170,000 students. Eighty-five percent were private, not-for profit institutions; 10 percent were private, for-profit institutions; and 5 percent were public institutions. Sixty-six percent of these institutions offered a PhD as its highest degree; 31 institutions offered a medical degree. Almost half (46%) enrolled fewer than 250 students during the year. The National Center for Education Statistics (NCES) expressed interest in understanding better the data needs of graduate-only institutions and whether there should be changes made to the data collected by and reported for these institutions in IPEDS. This paper summarizes data collected from graduate-only institutions in IPEDS, identifies other organizations that collect data related to such institutions, and assesses whether changes should be made to the IPEDS data collection to meet the data needs of these institutions. Specifically, this paper addresses the following research questions: (1) What data do graduate-only institutions report to IPEDS and other organizations? (2) To what extent do IPEDS data meet the needs of policymakers, consumers, and graduate-only institutions? (3) To what extent should data collected through IPEDS be modified to address the data needs of graduate-only institutions, and what would be the impact on reporting burden for these institutions? This report examines the feasibility of implementing a student unit record system to replace the student-related components that currently are based on aggregate institution-level data collected as part of the Integrated Postsecondary Education Data System (IPEDS). The feasibility study was initiated by the National Center for Education Statistics (NCES), a part of the Institute of Education Sciences (IES) within the Department of Education (ED), in response to renewed interest within the postsecondary education community for more accurate measures of net price and graduation rates, especially measures that take into account institutional mission and student mobility. This interest parallels a growing congressional desire to hold postsecondary institutions accountable for student outcomes. The feasibility study was conducted between October and December 2004. As this report has outlined, a central question for a UR system is "Could it be done?" Have the information technologies and infrastructures at the campus and state levels matured, could the current IPEDS web?based reporting system be adapted to a UR system, and would there be adequate technical and legal protections in place at IES/NCES? The report has addressed some of the technical and system problems associated with the design and development of a new IPEDS UR system. At the technical level, a UR system could be done at most institutions given time for implementation. The following are appended: (1) Technical Review Panels; and (2) Estimates of Burden.
