After averaging 10 percent over 2009–2012, growth fell to an estimated 3.3 percent in 2013, reflecting tight liquidity conditions, election-year uncertainty, weak demand for key exports, competitiveness pressures, and the impact of adverse weather conditions. Inflation continued its downward trend from 2.9 percent (year over year) at end-2012 to ?0.3 percent in April 2014. The medium-term outlook, under the baseline scenario, is for growth to average some 4 percent, as large mining sector investments reach full capacity.

Development-induced displacements may lead to loss of land, livelihoods, shelter, property, and access to social facilities, natural resources and cultural heritage, if the affected people are not cushioned by appropriate compensation and social support mechanisms, as well as integrated rehabilitation programmes to mitigate negative impact. As a result, communities often resist relocations and in some instances the emerging conflicts between the responsible authorities and the affected communities delay critical development projects. The policies of the Government of Zimbabwe are geared towards rural development, economic growth and foreign investment. This calls for a complementing review and harmonisation of legislation, policies and practices designed to protect the rights and livelihoods of rural communities affected and displaced by development projects. In 2019, the Centre for Conflict Management and Transformation (CCMT) hosted a series of multi-stakeholder policy dialogues on the issue of development-induced displacements in Zimbabwe. In addition, a research symposium was held in collaboration with the Tugwi Mukosi Multidisciplinary Research Institute (TMMRI, Midlands State University) on Zimbabwean displacement experiences and policy options. This book, with contributions from a wide range of researchers and practitioners, presents the results of that process.

This book interrogates the often controversial civil-military relations debate in Zimbabwe. The study argues that, theoretically, Civil-Military Relations (CMR) describes the relationship between civil society as a whole and the military organization or organizations established to protect it. More narrowly, it describes the relationship between the civil authority of a given society and its military institutions. Studies of civil-military relations often rest on a normative assumption that civilian control of the military is preferable to military control of the state. This text demonstrates the complexity of relationship between military institutions and civic societies particularly in developing countries. This open access book is a comparative analysis of recent large scale education reforms that broadened curriculum goals to better prepare students for the 21st century. The book examines what governments actually do when they broaden curriculum goals, with attention to the details of implementation. To this end, the book examines system level reforms in six countries at various levels of development. The study includes system level reforms in jurisdictions where students achieve high levels in international assessments of basic literacies, such as Singapore and Ontario, Canada, as well as in nations where students achieve much lower levels, such as Kenya, Mexico, Punjab-Pakistan and Zimbabwe. The chapters examine system-level reforms that focus on strengthening the capacity to teach the basics, as in Ontario and Pakistan, as well as reforms that aim at building the capacity to teach a much broader set of competencies and skills, such as Kenya, Mexico, Singapore and Zimbabwe. The volume includes systems at very different levels of spending per student and reforms at various points in the cycle of policy implementation, some just starting, some struggling to survive a governmental transition, and others that have been in place for an extended period of time. From the comparative study of these reforms, we aim to provide an understanding of how to build the capacity of education systems to teach 21st century skills at scale in diverse settings.

The book interrogates the European Union (EU) - Zimbabwe Economic Partnership Agreement (EPA) negotiations, covering trade in goods, trade-related rules and development cooperation. The negotiations coincided with EU’s motives as the dominant development partner, and Zimbabwe’s state-stakeholder fault-lines, creating dilemmas in the pursuit of a fair EPA outcome. As a result, the economically weak Zimbabwe signed and ratified an asymmetrical interim EPA (iEPA) with an economically powerful EU in 2009 and 2012, respectively. Meanwhile, direct bilateral re-engagement which eluded the Government of National Unity (GNU), became real following ZANU-PF landslide victory on 31 July 2013, that sufficiently altered the power balance to trigger the process between the former nemesis in support of iEPA domestication, and social and economic development. ZANU-PF government stopped blaming the EU and other western nations for the country’s continued economic under-performance, signaling a softening approach on its part. Similarly, the EU and its member states softened its perception on ZANU-PF leadership leading to resumption and intensification of re-engagement despite failure to implement the Global Political Agreement-related constitutional and democratic reforms, agreed by GNU. This re-engagement was firmly endorsed when the EU and Zimbabwe signed an agreement in July 2015 to normalise bilateral relations and start cooperation.

In 1973, Yashev Raval wrote The Power of Wisdom, correctly pointing out that collusion between East and West had kept not only the balance of terror but provided the glue that kept geographic spheres of influence stable. Africa was part of that arena for global rivalry. With the collapse of the Union of Soviet Socialist Republics in 1991, the stifling grip the superpowers had exercised throughout the world was fundamentally altered. The transformation of the international security system, coupled with political democratization, allowed the partial reorganisation of the security establishments on the African continent to embark upon the New African Civil Military Relations (ACMR). In the last decade and half, the implosion of African states exposed to forces of democratization has escalated, manifest in Algeria, Egypt, Mali, Madagascar, Somalia, South Sudan, Central African Republic and Lesotho. At the heart of the states implosion has been weak, fragile and partisan defence and security institutions a phenomenon that requires urgent research intervention to guide the much-needed reforms. In 2014, the Russian Academy of Sciences hosted the bi-annual African Studies Conference, with the lead author accorded the responsibility of organizing a Session on ACMR. From amongst some of the exciting Abstracts presented, authors submitted these as full chapters for this book which captures International African Studies Perspectives, managed by the African Public Policy and Research Institute (APPRI). This process was further facilitated by one of the presenters and now co-editor, Maj Henrik Laugesen from the Royal Danish Defence College, who agreed to lead on the fundraising succeeding in securing support from the Royal Danish Defence College.
