The objective of the research is to investigate the experiences of students in the Secondary School system in the high risk schools in Trinidad, and to enquire into their perceptions/experiences of the root causes, consequences and outcomes of youth engagement in violence. A further objective is to propose policies and recommendations to address the root problems of school violence and delinquency exposed by the research to reduce the levels of crime and violence in the high risk schools. In addition to recommend polices/ strategies to strengthening student protection, school staff, families and the community as a whole. The increase in criminal behavior among the Secondary School population in Trinidad and Tobago has been of national concern for some time. Reports of serious crime – murder, attack with a weapon, rape, larceny, kidnapping - allegedly committed by school students and reported in the press, have given rise to great concern and stimulated resultant explanations from lay persons and policy makers alike. The reasons for and the appropriate methods of dealing with this relatively new phenomenon in the Trinidad context, have abounded and are discussed in various public fora.

Security challenges pose significant hardship for citizens of Caribbean nations. This book provides a diagnosis of the central economic and financial challenges facing Caribbean policymakers and offers broad policy recommendations for promoting a sustained and inclusive increase in economic well-being. The analysis highlights the need for Caribbean economies to make a concerted effort to break the feedback loops between weak macroeconomic fundamentals, notably pertaining to fiscal positions and financial sector strains, and structural impediments, such as high electricity costs, limited financial deepening, violent crime, and brain drain, which have depressed private investment and growth. A recurring theme in the book is the need for greater regional coordination in finding solutions to address the Caribbean’s shared and intertwined macroeconomic and structural challenges. The analysis suggests that strengthening regional and global market integration of Caribbean economies would provide an impetus to sustained growth in incomes and jobs. Greater regional and global economic integration would also facilitate structural transformation and a shift toward new economic activities, resulting in more diversified and less vulnerable economies. A central challenge for the Caribbean is thus to come together as a region, overcome the limitations posed by size, and garner the benefits of globalization. Efforts should build on existing regional arrangements; accelerating progress in implementing these agreements would stimulate trade. Policymakers could also promote deeper integration with Latin America and the rest of the world by pursuing new trade agreements, leveraging current agreements more effectively, or deepening them to include areas beyond traditional trade issues, and developing port and transport infrastructure.

The present volume represents the first published book on gangs in the Caribbean. The study of criminal gangs is both timely and of the utmost importance to policy and security in the region. In many countries across the Caribbean, criminal gangs are increasing in number and prominence, and official crime data indicate that they are responsible for an increasing proportion of violent crimes. The Caribbean region experienced a dramatic increase in murder rates from 14.3 murders per 100,000 inhabitants in 2000 to 28.1 murders per 100,000 inhabitants in 2010. In some of the countries with comparatively high murder rates, such as Jamaica and Trinidad and Tobago, the proportion of gang-related murders has reached alarming levels. In the case of Trinidad and Tobago, for example, for the period 2001 to 2012, 29.5% of all murders which occurred were classified as gang-related, with fully 38% being so classified in 2012. The Caribbean represents a diverse region with very different cultures and security issues. Foreign experiences and research on gangs may not generalize to the region, nor may foreign policy be entirely relevant. The present volume represents an attempt to come to terms with the phenomenon of gangs in the Caribbean, and presents a wealth of empirical data, as well as an analysis of the varying issues from a number of disciplinary perspectives. Much of what is currently known about gangs in the Caribbean is brought together in this volume, with the primary aims of understanding the varying issues and examining relevant strategies for dealing with the proliferation of criminal gangs.

The Latin America and Caribbean (LAC) region has the undesirable distinction of being the world's most violent region, with 24.7 homicides per 100,000 inhabitants. The magnitude of the problem is staggering and persistent. Of the top 50 most violent cities in the world, 42 are in LAC. In 2010 alone, 142,302 people in LAC fell victim to homicide, representing 390 homicides per day and 4.06 homicides every 15 minutes. Crime disproportionately affects young men aged 20 to 24, whose homicide rate of 92 per 100,000 nearly quadruples that of the region. The focus of Crime Prevention in Latin America and the Caribben is to identify policy interventions that, whether by design or indirect effect, have been shown to affect antisocial behavior early in life and patterns of criminal offending in youth and adults. Particular attention is devoted to recent studies that rigorously establish a causal link between the interventions in question and outcomes. This publication adopts a lifecycle perspective and argues that as individuals progress through different stages of the lifecycle, not only do different sets of risk factors arise and take more prominence, but their interactions and interdependencies shape human behavior. These interactions and the relative importance of different sets of risk factors identify relevant margins that can effectively be targeted by prevention policies, not only early in life, but throughout the lifecycle. Indeed prevention can never start too early, nor start too late, nor be too comprehensive.
