The Commission believes that unless the world community acts decisively and with great urgency, it is more likely than not that a weapon of mass destruction will be used in a terrorist attack somewhere in the world by the end of 2013. The Commission further believes that terrorists are more likely to be able to obtain and use a biological weapon than a nuclear weapon. The Commission believes that the U.S. government needs to move more aggressively to limit the proliferation of biological weapons and reduce the prospect of a bioterror attack. Further compounding the nuclear threat is the proliferation of nuclear weapons capabilities to new states and the decision by several existing nuclear states to build up their arsenals. Such proliferation is a concern in its own right because it may increase the prospect of military crises that could lead to war and catastrophic use of these weapons. As former Senator Sam Nunn testified to our Commission: "The risk of a nuclear weapon being used today is growing, not receding." This Commission was chartered by Congress to assess our nation's progress in preventing weapons of mass destruction proliferation and terrorism--and to provide the next President and Congress with concrete, actionable recommendations that can serve as their road map to a safer homeland and world. No mission could be timelier. The simple reality is that the risks that confront us today are evolving faster than our multilayered responses. OVERVIEW: In December 2008, the Commission on the Prevention of Weapons of Mass Destruction Proliferation and Terrorism released a unanimous threat assessment: Unless the world community acts decisively and with great urgency, it is more likely than not that a weapon of mass destruction (WMD) will be used in a terrorist attack somewhere in the world by the end of 2013. Less than a month after this assessment, then Director of National Intelligence Mike McConnell publicly endorsed it. That weapon is more likely to be biological than nuclear. The assessment was based on four factors. First, there is direct evidence that terrorists are trying to acquire weapons of mass destruction. Second, acquiring WMD fits the tactical profile of terrorists. They understand the unique vulnerability of first-world countries to asymmetric weapons. The airplanes that al Qaeda flew into the World Trade Center were asymmetric weapons. Third, terrorists have demonstrated global reach and the organizational sophistication to obtain and use WMD. As the Commission's report, World at Risk, found, if al Qaeda recruits skilled bioscientists, it will acquire the capability to develop and use biological weapons. Fourth, the opportunity to acquire and use such weapons is growing exponentially because of the global proliferation of nuclear material and biological technologies.

The United States is failing to address its most urgent threat--biological proliferation and terrorism. Specific concerns raised in the report, relating to U.S. biosecurity, include: developing a common understanding of the biothreat. While the National Security Council is developing a Bioweapons Prevention Strategy--the first of its kind--there is a lack of common understanding across the Administration and Congress about the threat of biological terrorism; executive responsibility. Although the President appointed a WMD Coordinator, the Commission strongly recommends the National Security Council needs a senior official whose sole responsibility is to improve America's capability for biodefense; funding for the Biomedical Advanced Research and Development Authority (BARDA) and Project BioShield at the US Department of Health and Human Services. These programs develop and purchase medicines to prevent and respond to biological, radiological, or nuclear attack; disease surveillance--the nation needs to improve domestic and international disease surveillance in order to quickly recognize a disease emergency, whether natural or manmade.
