Book Description
The Occupational Safety and Health Admin. (OSHA) is responsible for ensuring workplace safety. OSHA has established a number of programs, including the Voluntary Protection Programs (VPP), that take a cooperative approach to obtaining compliance with safety and health regulations and OSHA's standards. OSHA established the VPP in 1982 to recognize worksites with exemplary safety and health programs. This report reviews: (1) the number and characteristics of employer worksites in the VPP and factors that have influenced growth; (2) the extent to which OSHA ensures that only qualified worksites participate in the VPP; and (3) the adequacy of OSHA's efforts to monitor performance and evaluate the effectiveness of the VPP. Book Description
This original book seeks to shape current trends toward employer self-regulation into a new paradigm of workplace governance in which workers participate. The decline of collective bargaining and the parallel rise of employment law have left workers with an abundance of legal rights but no representation at work. Without representation, even workers' legal rights are often under-enforced. At the same time, however, many legal and social forces have pushed firms to self-regulate--to take on the task of realizing public norms through internal compliance structures. Cynthia Estlund argues that the trend toward self-regulation is here to stay, and that worker-friendly reformers should seek not to stop that trend but to steer it by securing for workers an effective voice within self-regulatory processes. If the law can be retooled to encourage forms of self-regulation in which workers participate, it can help both to promote public values and to revive workplace self-governance.

Book Description
This extensive, cutting-edge compilation of essays on key public health topics is a must-read for professionals, students, and researchers, with topics focusing on the effects of climate change on health, global issues including treatment and prevention of diseases, health care policy issues, health care needs of special populations, gender-based violence, and current issues in ethics and human rights. The three volumes of Public Health in the 21st Century are comprised of timely essays on a wide variety of public health issues that affect the world today—and those that may do so tomorrow. The essays gathered here are the work of a team of top researchers that includes behavioral scientists, medical officials, environmental scientists, administrators, educators, and health-education experts. Volume one covers history, developments, and current issues in public health. Volume two is about disease treatment and prevention, and volume three discusses health disparities and policies that affect public health. The last volume also looks at cutting-edge research to show what the future may hold, discussing how we will deal with, for example, emerging threats to public health stemming from global warming, the mismanagement of natural resources, multidrug-resistant diseases, and the explosion of chronic disease. Each chapter presents an up-to-date, scholarly review of a specific issue and discusses the challenges that nations, communities, and individuals must address to create a healthier world.

Book Description
Regulatory change is typically understood as a response to significant crises like the Great Depression, or salient events that focus public attention, like Earth Day 1970. Without discounting the importance of these kinds of events, change often assumes more gradual and less visible forms. But how do we ‘see’ change, and what institutions and processes are behind it? In this book, author Marc Eisner brings these questions to bear on the analysis of regulatory change, walking the reader through a clear-eyed and careful examination of: the dynamics of regulatory change since the 1970s social regulation and institutional design forms of gradual change – including conversion, layering, and drift gridlock, polarization, and the privatization of regulation financial collapse and the anatomy of regulatory failure Demonstrating that transparency and accountability – the hallmarks of public regulation – are increasingly absent, and that deregulation was but one factor in our most recent significant financial collapse, the Great Recession, this book urges readers to look beyond deregulation and consider the broader political implications for our current system of voluntary participation in regulatory programs and the proliferation of public-private partnerships. This book provides an accessible introduction to the complex topic of regulatory politics, ideal for upper-level and graduate courses on regulation, government and business, bureaucratic politics, and public policy.
