Newlands to Secretary Windom, May 11, 1890; Will the Admi The consideration of the silver question has aroused a deep interest in the various propositions before Congress, and the opinions of all those who have made a study of the important suggestions regarding legislation on the subject, and are competent to discuss the same, are eagerly sought. One of this class is Mr. Francis G. Newlands, of Nevada, a gentleman who is well known in Washington, and who was one of the delegates to the silver conference recently held at St. Louis. He is also a member of the National Silver Committee, an outgrowth of the St. Louis silver convention, which has been in session in Washington at various times during the present session of Congress, and which has recently had under consideration the pending legislation. It was understood that Mr. Newlands is not favorably impressed with the bill formulated by the Republican caucus, and is fearful that his party is about to commit itself to a policy that will prove disastrous in the end. When a Post reporter called at Mr. Newlands' residence last evening, he stated in a very frank manner that he did not approve of the caucus measure, and had no objection to stating his reasons for opposing it, as his views were shared by the National Committee appointed by the St. Louis Convention. "The bimetallists, erroneously called the silver men, are not satisfied with the bill agreed upon by the conference committee of the Senate and House for the increased purchase of silver," said Mr. Newlands. "and they hold that the only way to settle the question definitely, wisely and for all time, is to open the mints of the country to the free coinage of silver just as they are open for the free coinage of gold, and to establish by law the number of grains of gold and silver which shall constitute the gold and silver dollar respectively. This figure of speech is in the words standard of value, as applied to an individual thing without reference to the whole amount of legal tender of which it forms a part, as if the unit of value were the measure of value. N 0 single thing can be made or provided in the law or even be conceived that can be a literal standard or measure of value. This refers not to the perfectness, the exactness, but to the existence at all of any one thing as a standard of the value of property. Neither a gold coin nor a silver coin nor anything else can possibly be such a standard. If it could be made, what a treasure it would be! It would deserve to be hung up by the side of that immortal gun that knew exactly every time whether to hit or to miss - a gun with an infallible judgment! There is indeed a standard of payments and such a. Stan dard is provided in the law of legal tender. There is a stan dard of coinage, and such a standard is provided in the mint law-a standard by which every coin struck shall be an exact counterpart of that standard and of every other coin of the same class. This is the first book devoted exclusively to the political career of William Windom. It illuminates not only the personal biography of Windom, arguably Minnesota's most influential political figure of the 19th century, but it also casts much light on the differences between the Democratic and Republican parties during the period 1860-1890. Salisbury offers evidence which refutes the traditional view of the Gilded Age that Republicans were the party of big business, characterized by a mediocrity of leadership and permeated by corruption and venality. Rather, Windom and a majority of both parties maintained a consistent stance throughout this period on such questions as the desirability of governmental intervention in the economy, the regulation of private behavior by governmental coercion, and attitudes toward the nation's number of groups which were discriminated against, including women and blacks. An intensive analysis of William Windom's political career - he served in the U.S. House of Representatives for ten years, in the U.S. Senate for twelve years, and was twice appointed Secretary of the Treasury - reveals the post-Civil War era to hold several more nuances than contemporary beliefs allow.
