Arctic grayling were abundant in the upper Peace, Finlay, & Parsnip watersheds of British Columbia before construction of the Bennett Dam and flooding of the Williston Reservoir in 1968. Arctic grayling populations in the Reservoir started to decline in the 1980s and by 1988 most populations in the Reservoir & smaller streams flowing directly into the reservoir had severely declined or disappeared. This document presents a plan that intends to provide a co-ordinated approach to preserve & restore Arctic grayling populations and their habitat within the Williston watershed. The introduction reviews the biology of this species and the possible reasons for the decline in its population. Plan activities are then listed under four strategic objectives: understanding Arctic grayling biology; develop watershed-specific management strategies to conserve & restore native stocks; protect, restore, & manage Arctic grayling habitat; and inform & educate the public. "The habitat requirements of juvenile Arctic grayling (Thymallus arcticus) were assessed in the Williston watershed, British Columbia, where the population is currently red-listed (critically imperiled). Temperature preferences of juvenile Arctic grayling was assessed behaviorally using a shuttlebox system, and an information theoretic approach analysis of logistic regression models was used to evaluate the influence of environmental factors on the distribution of juvenile Arctic grayling throughout the Williston watershed. Temperature preference of juvenile Arctic grayling did not vary between the two tributaries in the watershed (p = 0.77) and the average preferred temperature was 16.84 ± 0.66 °C (n = 28). Comparisons of the preferred temperature to ambient water temperatures suggested that juvenile Arctic grayling will avoid areas where maximum water temperature is above the preferred temperature. There was a positive association between juvenile Arctic grayling occurrence and stream order (SO) and stream order multiplied by distance from the Williston reservoir (SDRxSO), as well as a negative association with the mean daily water temperature variance (varT) and average water temperature (aveT). Overall these findings suggest that large river systems are important juvenile Arctic grayling habitat and management decision should be made to ensure protection of this habitat throughout the range of this species."--P. ii.

This report concerns part of a program to conserve & restore Arctic grayling stocks & habitat in the Williston watershed of British Columbia. It describes a study conducted to determine migratory patterns, overwinter distribution & habitat, and spawning areas & habitats of Arctic grayling in the Table & Anzac rivers, both tributaries of the Parsnip River. In the study, 55 grayling were captured, surgically implanted with radio transmitters, and released back into the Table & Anzac rivers. The fish were tracked by aerial radio telemetry on a monthly basis during the winter of 1996-97 to identify overwinter locations and on a biweekly basis in April once migrations had started. Tracking flight frequency was increased to weekly during the suspected spawning period (May & June) and then monthly until October. In addition, underwater surveys were conducted in September to verify conditions of tagged fish. Results are presented & discussed regarding survival rates; migrations to overwintering, spawning, & summer feeding areas; and spawning area characteristics. The final section discusses management implications based on the findings.
