The European Union's foreign policy and its international role are increasingly being contested both globally and at home. At the global level, a growing number of states are now challenging the Western-led liberal order defended by the EU. Large as well as smaller states are vying for more leeway to act out their own communitarian principles on and approaches to sovereignty, security and economic development. At the European level, a similar battle has begun over principles, values and institutions. This book explains why the EU is not a ‘normative actor’ in the Southern Mediterranean, and how and why EU democracy promotion fails. Drawing on a combination of discourse analysis of EU policy documents and evidence from opinion polls showing ‘what the people want’, the book shows EU policy fails because the EU promotes a conception of democracy which people do not share. Likewise, the EU’s strategies for economic development are misconceived because they do not reflect the people’s preferences for greater social justice and reducing inequalities. This double failure highlights a paradox of EU democracy promotion: while nominally emancipatory, it de facto undermines the very transitions to democracy and inclusive development it aims to pursue.

This paper analyses India's behaviour as a foreign policy actor by looking at India's changing relations over the past decade with the EU, US, China, Japan, Myanmar, Pakistan, Nepal and, in a historical departure, the former princely state of Sikkim. It argues that though India has almost always been a normative actor, Indian foreign policy is today transiting from abstract, and frequently 'unrealpolitik,' views of what constitutes normative behaviour. India's 'Look East' policy has been the cornerstone of this transition, indicating that economic growth, maritime capability and peace and stability in its neighbourhood are key goals of India's present behaviour as a normative foreign policy actor.
