An analysis of trends and issues in drug trafficking in the United States formed the basis of recommended strategies and procedures for reducing drug-related corruption among law enforcement personnel in California by the year 2000. The analysis suggested that increased enforcement efforts in the southeastern United States is likely to increase the use of California as a major point of entry of drugs. Futures research techniques were used to create several scenarios, from which one was chosen as the basis for the development of policy recommendations. The main policies recommended include the development of a mandatory training program focusing on drug-related corruption and reaching all law enforcement personnel, the recruitment and retention of qualified personnel, and the mandatory drug testing of all law enforcement personnel. The analysis also includes an implementation plan and a suggested transition process through which the plan would be managed.

A modified Delphi panel of 11 individuals identified several key trends and events as having the most impact on police corruption in California by the year 2000 and proposed a strategic management plan that focuses on prevention of corruption and enforcement of standards. Five trends were identified as having an impact on police corruption: level of supervision quality, level of hiring standards, level of job satisfaction among police officers, level of self-interest, and level of positive police/public relations. The key events identified include: mandatory ethics training for police officers, integrity tests instituted statewide, creation of an office of special prosecutor, a California state license requirement for police officers, and drug decriminalization. The media panel response forecasted that all trends would fail to realize the desired level for a decade from now. Every event except drug decriminalization was forecasted to have at least a 50-percent chance of occurring by 1995. No obstacles to the strategic management plan are anticipated that would preclude implementation given a sound transition plan.

Between 1983 and 1988, U.S. law enforcement agencies seized 3,084 illegal drug laboratories, nearly 52 percent of which were located in California. This futures study investigates what impact law enforcement in the State will have on illegal drug manufacturing by the year 2000. The analysis identified five trends that will have the greatest impact on the study issue: increasing use of a multi- regional approach to the enforcement and detection of illegal drug laboratories, increasing costs to local government for cleanup of illegal labs, increasing number of sophisticated illegal lab operators, increasing drug education in schools, and increasing number of illegal labs in southern California. In addition, five probable events were incorporated into the analysis: mandatory drug education in schools, legalization of some drugs, passage of life-in-prison law for illegal drug manufacturing or trafficking, U.S. Supreme Court ruling reducing search and seizure requirements during illegal drug investigations, and U.S. Supreme Court ruling that drug asset forfeitures are unconstitutional. The normative scenario developed here encompasses two major strategies: formation of police task forces to address illegal drug laboratories and enhancement of drug education programs. The paper provides strategic and transition management strategies designed to implement this scenario.
