Immigration from North Africa, Asia and elsewhere meant a large influx of Islam into Western Europe. In each country, Muslims organized in various ways and established numerous institutions such as mosques, cemeteries, "halal" butchers, schools, broadcasting organizations, and political parties, and slowly but surely the outlines of Muslim communities begun to emerge. The development of those communities is not a matter of Muslims only, but the product of their interaction with the wider environment. The development of the process of institutionalization is the result of their consultations and conflicts with parties involved, particularly with agents from the host society. As Muslim immigrants become ever more a part of Western European societies, the establishment of their institutions both illustrates and affects the processes of sociological, political and legal change that are currently taking place. This book, based on interdisciplinary research, examines the establishment of Muslim institutions in Western Europe, and particularly focuses on the role played by agents from the host society and the political and ideological positions adopted by them in reaction to claims from Muslims.

The Emancipation of Europe's Muslims traces how governments across Western Europe have responded to the growing presence of Muslim immigrants in their countries over the past fifty years. Drawing on hundreds of in-depth interviews with government officials and religious leaders in France, Germany, Italy, the Netherlands, the United Kingdom, Morocco, and Turkey, Jonathan Laurence challenges the widespread notion that Europe’s Muslim minorities represent a threat to liberal democracy. He documents how European governments in the 1970s and 1980s excluded Islam from domestic institutions, instead inviting foreign powers like Saudi Arabia, Algeria, and Turkey to oversee the practice of Islam among immigrants in European host societies. But since the 1990s, amid rising integration problems and fears about terrorism, governments have aggressively stepped up efforts to reach out to their Muslim communities and incorporate them into the institutional, political, and cultural fabrics of European democracy. The Emancipation of Europe’s Muslims places these efforts--particularly the government-led creation of Islamic councils--within a broader theoretical context and gleans insights from government interactions with groups such as trade unions and Jewish communities at previous critical junctures in European state-building. Drawing on over one hundred interviews and years of fieldwork, this book employs a comparative perspective that analyzes the foreign religious activities of the two home states with the largest diaspora populations in Europe: Turkey and Morocco. Suspicions about the integration of Islam into European cultures have been steadily on the rise, and dramatically so since 9/11. One reason lies in the visibility of anti-Western Islamic discourses of salafi origin, which have monopolized the debate on the "true" Islam, not only among Muslims but also in the eyes of the general population across Europe; these discourses combined with Islamophobic discourses reinforce the so-called incompatibility between the West and Islam. This book breaks away from this clash between Islam and the West, by arguing that European Islam is possible. It analyzes the contribution that European Islam has made to the formation of an innovative Islamic theology that is deeply ethicist and modern, and it clarifies how this constructed European Islamic theology is able to contribute to the various debates that are related to secular-liberal democracies of Western Europe. Part I introduces four major projects that defend the idea of European Islam from different disciplines and perspectives: politics, political theology, jurisprudence and philosophy. Part II uses the frameworks from three major philosophers and scholars to approach the idea of European Islam in the context of secular-liberal societies: British scholar George Hourani, Moroccan philosopher Taha Abderrahmane and the American philosopher John Rawls. The book shows that the ongoing efforts of European Muslim thinkers to revisit the concept of citizenship and political community can be seen as a new kind of political theology, in opposition to radical forms of Islamic thinking in some Muslim-majority countries. Nearly five million Muslims call France home, the vast majority from former French colonies in North Africa. While France has successfully integrated waves of immigrants in the past, this new influx poses a new variety of challenges—much as it does in neighboring European countries.
