Weapons of Mass Destruction
Author: F. James Shafer
Publisher: DIANE Publishing
ISBN: 9780756735197
Category :
Languages : en
Pages : 94
Book Description
Terrorists and countries of concern may be able to gain access to poorly secured weapons of mass destruction at sites throughout Russia. To address this threat to U.S. national security, the Depts. of Defense (DoD) and Energy (DoE) have obligated more than $1.8 billion since 1992. This is a report on U.S. programs to help improve security at sites where Russia stores: (1) weapons-usable nuclear material, (2) nuclear warheads, (3) dangerous biological pathogens, and (4) chemical weapons. For each area, this report assessed U.S. plans to address security threats at sites in Russia, U.S. progress in implementing those plans, and the primary challenges facing DoD and DoE. Black and white photographs.

The Survival Nexus
Author: Charles Weiss
Publisher: Oxford University Press
ISBN: 0190946288
Category : Science
Languages : en
Pages : 385
Book Description
Technology and science can enable us to create a richer, healthier, sustainable, and equitable world, but they can also lead to global disaster. After all, human technical, political, economic, business, and ethical decisions determine the impact of scientific discoveries and technological innovations... In this book, Charles Weiss explores the intertwining of science, technology, and world affairs that affects everything from climate change and global health to cybersecurity, biotechnology, and geoengineering. Compact and readable, the book ties together ideas and experiences arising from a broad range of diverse issues, ranging from the structure of the energy economy to the future of work and the freedom of the internet. The Survival Nexus highlights opportunities to mobilize science and technology for a better world through technological innovations that address global health, poverty, and hunger. It alerts the reader to the Earth-in-the balance risks stemming from the decline in the international cooperation that once kept the dangers of pandemics, climate change, and nuclear war in check. It warns of the challenge to democracies from the multi-faceted global information and cyber-wars being waged by authoritarian powers. Central to the global problems it explores are questions of basic ethics: how much are people willing to respect scientific facts, to act today to forestall long-run dangers, and to ensure equitable sharing of the benefits, costs, and risks arising from advances in science and technology. Weiss clearly explains the technical principles underlying these issues, showcasing why scientists, policy makers, and citizens everywhere need to understand how the mix of science and technology with politics, economics, business, ethics, law, communications, psychology, and culture will shape our future. This important nexus underpins issues critical to human survival that are overlooked in the broader context of world affairs.

On Nuclear Terrorism
Author: Michael Levi
Publisher: Harvard University Press
ISBN: 0674033566
Category : Political Science
Languages : en
Pages : 224
Book Description
"Nuclear terrorism is such a disturbing prospect that we shy away from its details. Yet as a consequence, we fail to understand how best to defeat it. Michael Levi takes us inside nuclear terrorism and behind the decisions a terrorist leader would be faced with in pursuing a nuclear plot. Along the way, Levi identifies the many obstacles, large and small, that such a terrorist scheme might encounter, allowing him to discover a host of ways that any plan might be foiled. Surveying the broad universe of plots and defenses, this accessible account shows how a wide-ranging defense that integrates the tools of weapon and materials security, law enforcement, intelligence, border controls, diplomacy, and the military can multiply, intensify, and compound the possibility that nuclear terrorists will fail. Levi draws from our long experience with terrorism and cautions us not to focus solely on the most harrowing yet most improbable threats. Nuclear terrorism shares much in common with other terrorist threats--and as a result, he argues, defeating it is impossible unless we put our entire counterterrorism and homeland security house in order. As long as we live in a nuclear age, no defense can completely eliminate nuclear terrorism. But this book reminds us that the right strategy can minimize the risks and shows us how to do it."

Nonproliferation and Threat Reduction Assistance
Author: Amy F. Woolf
Publisher: DIANE Publishing
ISBN: 1437921957
Category : History
Languages : en
Pages : 64
Book Description
Congress passed the Nunn-Lugar amendment, authorizing U.S. threat reduction assistance to the former Soviet Union, in Nov. 1991, after a failed coup in Moscow and the disintegration of the Soviet Union raised concerns about the safety and security of Soviet nuclear weapons. The annual program has grown from $400 million to over $1 billion/year across 3 agencies. It has also evolved from an emergency response to impending chaos in the Soviet Union, to a more comprehensive threat reduction and non-proliferation effort, to a broader program seeking to keep nuclear, chemical, and biological weapons from leaking into the hands of rogue nations or terrorists. This report discusses issues related to U.S. non-proliferation and threat reduction assistance. Illus.

Revitalising US-Russian Security Cooperation
Author: Richard Weitz
Publisher: Routledge
ISBN: 1136623981
Category : History
Languages : en
Pages : 131
Book Description
Russia and the United States are the most important countries for many vital security issues. They possess the world’s largest nuclear weapons arsenals, are involved in the principal regional conflicts, and have lead roles in opposing international terrorism and weapons proliferation. Despite persistent differences on many questions, mutual interests consistently drive Russians and Americans to work together to overcome these impediments. This Adelphi paper argues that opportunities for improving further security cooperation between Russia and the United States exist but are limited. Near-term results in the areas of formal arms control or ballistic missile defences are unlikely. The two governments should focus on improving and expanding their joint threat reduction and nonproliferation programmes, enhancing their military-to-military dialogue regarding Central Asia and defence industrial cooperation, and deepening their antiterrorist cooperation, both bilaterally and through NATO. Using more market incentives, expanding reciprocity and equal treatment, and limiting the adverse repercussions from disputes over Iran would facilitate progress. Russia and the United States will not soon become close allies, but they should be able to achieve better security ties given that, on most issues, their shared interests outweigh those that divide them.
