This book is the first comprehensive effort to bring together Water, Food Security and Nutrition (FSN) in a way that goes beyond the traditional focus on irrigated agriculture. Apart from looking at the role of water and sanitation for human well-being, it proposes alternative and more locally appropriate ways to address complex water management and governance challenges from the local to global levels against a backdrop of growing uncertainties. The authors challenge mainstream supply-oriented and neo-Malthusian visions that argue for the need to increase the land area under irrigation in order to feed the world’s growing population. Instead, they argue for a reframing of the debate concerning production processes, waste, food consumption and dietary patterns whilst proposing alternative strategies to improve water and land productivity, putting the interests of marginalized and disenfranchized groups upfront. The book highlights how accessing water for FSN can be challenging for small-holders, vulnerable and marginalized women and men, and how water allocation systems and reform processes can negatively affect local people’s informal rights. The book argues for the need to improve policy coherence across water, land and food and is original in making a case for strengthening the relationship between the human rights to water and food, especially for marginalized women and men. It will be of great interest to practitioners, students and researchers working on water and food issues.

This book investigates the need for a more open and interdisciplinary dialogue on the nexus of food, water and energy security in the Arab region. It argues that achieving sustainable economic development is irretrievably tied to the security of the water–energy–food nexus, which is in turn essential for bringing about sustained peace. Further, it discusses various approaches to achieving these lofty objectives, and offers the following take-away messages: The Arab region is currently under considerable water stress, and the situation will continue to get worse with a number of global changes – most notably those related to climate and regional water distribution. Viable solutions are available in the Arab region and can be implemented through innovative policies, judicious use of new technologies, and stimulating public opinion. Integration across water, energy, and food sectors is obviously needed but achieving it in practice is extremely challenging. There are some gaps in the scientific understanding but at the same time there is a wealth of data and synthesized information that can guide decision-making.

In recent years, a greater level of integration of the world economy and an opening of national markets to trade has impacted virtually all areas of society. The process of globalization has the potential to generate long-term benefits for developing countries, including enhanced technology and knowledge transfers and new fina- ing options supporting agricultural and economic development. However, risks of political and economic instability, increased inequality, and losses in agricultural income and production for countries that subsidize their agricultural and other e- nomic sectors threaten to offset potential benefits. To discuss these issues in-depth, the International Food Policy Research Institute, the Third World Centre for Water Management, Mexico, and the Tropical Agricultural Research and Higher Education Center (CATIE), Costa Rica, held a three-day International Conference on “Globalization and Trade: Implications for Water and Food Security,” at CATIE’s Turrialba, Costa Rica, headquarters under the auspices of the CGIAR Challenge Program on Water and Food in 2005. The workshop set out to identify the major risks and emerging issues facing developing countries related to global economic and environmental change impacts on water and food security.

There is not enough water globally for all the things humans need and want water to do for us. Water supply bubbles are bursting in China, the Middle East and India with potentially serious implications for the global economy and for political stability. Even the United States is depleting groundwater on average 25% faster than it is being replenished. Our thirst for water grows with our population, but the amount of fresh water available on Earth is fixed. If we assume "business as usual" by 2050 about 40% of the projected global population of 9.4 billion is expected to be facing water stress or scarcity. With increasing climate variability being predicted by global climate models, we are likely also to have more people without adequate water more of the time, even in water-rich regions. Irrigation productivity rose dramatically over the past 40 years as a result of the Green Revolution. However, even if we disregard the environmental impacts caused by that revolution, we are no nearer to achieving global food security than we were 40 years ago, as every time we come close to filling the food production gap population growth and ecosystem decline associated with water diversions to human purposes set us back. Our natural and agricultural ecosystems are trying to tell us something. This book pursues these overarching themes connecting to water and food production at global and regional scales. The report aims to provide a conceptual framework to address food security under conditions of water scarcity in agriculture. It has been prepared by a team of FAO staff and consultants in the framework of the project "Coping with water scarcity - the role of agriculture", and has been discussed at an Expert Consultation meeting organized in FAO, Rome, during the period 14-16 December 2009 on the same subject. It was subsequently edited and revised, taking account of discussions in the Expert Consultation and materials presented to the meeting. The purpose of the Expert Consultation was to assist FAO to better design its water scarcity programme. In particular, the experts were requested to provide recommendations on the range of technical and policy options and associated principles that FAO should promote as part of an agricultural response to water scarcity in member countries. The document offers views on the conceptual framework on which FAO's water scarcity programme should be based, proposes a set of definitions associated with the concept of water scarcity, and indicates the main principles on which FAO should base its action in support to its member countries. At the meeting, experts were requested to review the draft document and provide feedback and recommendations for its finalization.
