Decision-making tools are needed to support environmental management in an increasingly global economy. Addressing threats and identifying actions to mitigate those threats necessitates an understanding of the basic risk assessment paradigm and the tools of risk analysis to assess, interpret, and communicate risks. Water Reuse presents a portfolio of treatment options available to mitigate water quality issues in reclaimed water along with new analysis suggesting that the risk of exposure to certain microbial and chemical contaminants from drinking reclaimed water does not appear to be any higher than the risk experienced in at least some current drinking water treatment systems, and may be orders of magnitude lower. This report recommends adjustments to the federal regulatory framework that could enhance public health protection for both planned and unplanned (or de facto) reuse and increase public confidence in water reuse.

The concept of “environmental security” has emerged as one basis for understanding international conflicts. This phrase can mean a variety of things. It can signify security issues stemming from environmental concerns or conflicting needs, or it can mean that the environment is treated as a resource for the long term, and the question is what should be done today to preserve the quality of the environment in the future. In the same way that energy security is about ensuring access to energy for the long run, it can also mean that pressing environmental concerns create a situation where different countries and communities are forced to collaboratively design a unified response, even if cooperation is not generally in the logic of their relations. Over the last several years, the authors of this book and their colleagues have tried to demonstrate the power of risk assessment and decision analysis as valuable tools that decision makers should use for a broad range of environmental problems, including environmental security. Risk analysis is almost more a state of mind or a way of looking at problems than it is a kind of algorithm or a set of recipes. Water resources, both in terms of water quality and water quantity, are of critical importance in planning for sustainable development in Central Asia and the Caucasus, as well as in other parts of the world. This NATO Advanced Research Workshop (ARW), entitled "Risk Assessment as a Tool for Water Resources Decision-Making in Central Asia", was conducted on September 23-25, 2002 in Almaty, Kazakhstan. The ARW addressed methods and approaches by which risk assessment methodology that has been developed in the United States, Europe and elsewhere can be applied to environmental and water resource problems in Central Asia. The stated goals of the ARWwere: • to assess the existing state of knowledge in the context of potential applications of risk assessment tools to water resources and other environmental issues in Central Asia; • to identify research gaps and directions for future research in the area of water resources which may be addressed through the application of risk assessment tools; • to promote closer working relationships between the scientists and technical experts from Central Asia and the Caucasus, as well as the scientists and technical experts from the United States and Europe. Based on historical experiences of Central Asian scientists and their colleagues in other parts of the world, there is a demonstrated need in the region to provide education, training and technical assistance on environmental decision-making tools, including risk assessment.
