Excerpt from Nationality and Government: With Other War-Time Essays All the essays have been written since the outbreak of the war with one exception, that on Education, Social and National. I have included this partly because it seemed of sufficient intrinsic interest, and partly in order to indicate that my general attitude has not been arrived at under the stress of passing events, but that the war has on the whole confirmed rather than reversed opinions previously formed. On the other hand, I have deliberately refrained from reprinting an essay on Seven Months in America, written in 1912, because, although in some important respects events have borne it out, it did far less than justice to the fundamental unity and idealism of the American Commonwealth. I have also omitted, as unsuited to a book covering so wide a scope, several essays containing a more detailed treatment of some of the issues discussed here. One of them, a study of the problem of women in industry, has already been in part reprinted. Others may perhaps see the light in another form. In reprinting, as from my own pen, articles which have appeared in the Round Table, I take the opportunity of thanking the friends in collaboration with whom they were written.
