Discussions of modernity—or alternative and multiple modernities—often hinge on the question of secularism, especially how it travels outside its original European context. Too often, attempts to answer this question either imagine a universal model derived from the history of Western Europe, which neglects the experience of much of the world, or emphasize a local, non-European context that limits the potential for comparison. In The Politics of Secularism, Murat Akan reframes the question of secularism, exploring its presence both outside and inside Europe and offering a rich empirical account of how it moves across borders and through time. Akan uses France and Turkey to analyze political actors' comparative discussions of secularism, struggles for power, and historical contextual constraints at potential moments of institutional change. France and Turkey are critical sites of secularism: France exemplifies European political modernity, and Turkey has long been the model of secularism in a Muslim-majority country. Akan analyzes prominent debates in both countries on topics such as the visibility of the headscarf and other religious symbols, religion courses in the public school curriculum, and state salaries for clerics and imams. Akan lays out the institutional struggles between three distinct political currents—anti-clericalism, liberalism, and what he terms state-civil religionism—detailing the nuances of how political movements articulate the boundary between the secular and the religious. Disputing the prevalent idea that diversity is a new challenge to secularism and focusing on comparison itself as part of the politics of secularism, this book makes a major contribution to understanding secular politics and its limits.

In the nineteenth century, most people assumed that the "modern spirit" and Catholicism, the great "religion of authority," were irreconcilably opposed. However, some tried to combine the two in a reformed and modernized Catholicism. These efforts, and the reaction of the institutional Church against them, precipitated the Modernist Crisis. Alfred Loisy (1857--1940) was at the center of this dramatic conflict between advocates and opponents of "modernity." Loisy believed that his adoption of scientific methods to study the Bible and the history of Christianity necessarily committed him to a campaign to modernize Catholicism as a whole. In this book, Harvey Hill describes the emergence, articulation, and ultimate fate of Loisy's reform program as he interacted with allies and opponents of his modernizing agenda. By tracing Loisy's early intellectual and religious development in more detail than have previous scholars, Hill shows how Loisy self-consciously placed his historical scholarship at the service of a positive reform agenda from the very beginning of his ecclesiastical career and that he viewed this reform agenda as an intrinsic part of his critical work. Drawing on some of Loisy's unpublished writings and little-known articles, Hill goes on to demonstrate that Loisy's efforts to reform Catholicism presupposed a new view of the nature and limits of Church authority in relation to the secular state as well as to modern scholarship. Hill uses Loisy's political views to illustrate the more general challenge to ecclesiastical authority that was, again, an intrinsic part of the modern scientific study of religion as Loisy understood it. Hill's interpretation of Loisy and the theology and politics of the scientific study of religion will interest students of Catholic Modernism, the history of modern religion, and the emergence of religious studies as an academic discipline. This study analyzes the family life and public careers of six generations of a notable Parisian family, the Cochins. Bourgeois merchants in the 17th and 18th centuries, the Cochins earned nobility through the office of alderman (^D'echevin) of Paris. Their family ethos fostered a much-needed element in French public life: a cautious, critical, liberal reform that reflected an independence from the Left, the Legitimist--and later nationalist--Right, as well as the Catholic Church. Still, even these reforming conservatives, however liberal, ultimately found themselves opposing the Third Republic. Winnie highlights the contributions made by the Cochins and the opposition of the Third Republic. He approaches this task not by looking at a mere series of political crises, but rather by examining the cultural background and the family ethos that sustained them from the Old Regime to World War I. Like much of the latest work in modern French social history, this book finds a significant cultural divide between revolutionary republicanism and even liberal notables from the Old Regime. It demonstrates how these tensions continued through the 19th and into the 20th century. This reflects the fundamental incompatibility between France's political legacies--sustained by powerful and abiding social and cultural factors--that has shaped French life to this day.
