This book analyses the mobilisation of race, rights and the law in Malaysia. It examines the Indian community in Malaysia, a quiet minority which consists of the former Indian Tamil plantation labour community and the urban Indian middle-class. The first part of the book explores the role played by British colonial laws and policies during the British colonial period in Malaya, from the 1890s to 1956, in the construction of an Indian "race" in Malaya, the racialization of labour laws and policies and labour-based mobilisation culminated in the 1940s. The second part investigates the mobilisation trends of the Indian community from 1957 (at the onset of Independent Malaya) to 2018. It shows a gradual shift in the Indian community from a "quiet minority" into a mass mobilising collective or social movement, known as the Hindu Rights Action Force (HINDRAF), in 2007. The author shows that activist lawyers and Indian mobilisers played a crucial part in organizing a civil disobedience strategy of framing grievances as political rights and using the law as a site of contention in order to claim legal rights through strategic litigation. Highly interdisciplinary in nature, this book will be of interest to scholars and researchers examining the role of the law and rights in areas such as sociolegal studies, law and society scholarship, law and the postcolonial, social movement studies, migration and labour studies, Asian law and Southeast Asian Studies.

Environment and health perspective dates back to Hippocrates treatise written 400 B.C.E. In his book On Airs, Waters and Places, Hippocrates described diseases as associated with environmental conditions, “Whoever wishes to investigate medicine properly, should proceed thus: in the first place to consider the seasons of the year, and what effects each of them produces for they are not at all alike, but differ much from themselves in regard to their changes. Then the winds, the hot and the cold, especially such as are common to all countries, and then such as are peculiar to each locality. We must also consider the qualities of the waters, for as they differ from one another in taste and weight, so also do they differ much in their qualities. In the same manner, when one comes into a city to which he is a stranger, he ought to consider its situation, how it lies as to the winds and the rising of the sun; for its influence is not the same whether it lies to the north or the south, to the rising or to the setting sun”. There has been a greater emphasis in the last four decades on understanding environmental factors which affect human health, after United Nations established Intergovernmental Panel on Climate Change (IPCC) in 1988 aimed at to evaluate research on changing environmental condition, particularly climate change and its impacts on human wellbeing, including human health, as consequences of extreme heat waves conditions, sea level rise, forced migration, air pollution, droughts, and wildfires. From these studies, risk levels of vulnerable populations and regions can be assessed and level of resilience of healthcare infrastructure that may be used in environmental health policy and equity of these countries.

This book examines four aspects of Malaysian consumers’ financial vulnerabilities. First, it discusses the issue of over-indebtedness due to excessive reliance on consumer financing. Second, the book investigates why Malaysians are ill-prepared for their golden years in terms of retirement planning and savings. Third, it delves into the problem of financial fraud victimisation among Malaysian consumers. Fourth, the book analyses the reasons why Malaysians are underinsured despite the distinct benefits of life insurance. Drawing on secondary data from government agencies such as Bank Negara Malaysia, Employees' Provident Fund, Royal Malaysian Police and the Department of Statistics Malaysia, each chapter presents statistical trends reflecting the four financial vulnerabilities. In-depth analyses of the literature reveal three broad psychological domains (cognition, motivation, and disposition) and specific psychological factors (e.g. over-confidence, self-control, social norms, and financial literacy) that significantly influence consumers’ financial decisions. The four financial vulnerabilities investigated in this book directly address the strategic outcomes of the Malaysian National Strategy for Financial Literacy 2019–2023 (MNSFL), a five-year plan to elevate the financial literacy of Malaysians. Finally, the book presents strategic recommendations that are believed to be useful guidelines for relevant policymakers to promote positive financial behaviours and rational attitudes among consumers. Vulnerability and resilience are concepts that have long been treated as individual and contradicting topics. In recent times, we have seen that vulnerabilities and resilience can go hand in hand and that vulnerabilities cannot be conceptualized only in simple terms because intersectionality must be considered as well as social, organizational, and systemic aspects and processes. One example is that women are more vulnerable (higher values in nearly all stress related measures) in the COVID-19 pandemic. This finding has to be analyzed from an intersectional perspective, because socio-economic factors, cultural factors, exposure to COVID-19 and the type of occupation (e.g. healthcare sector, frontline workers) play an important role in how vulnerable or resilient women can be in a given society. The large number of studies on COVID-19 vulnerabilities makes it necessary to take a closer look at the resilience factors that often go hand in hand with potential vulnerabilities. As we see in the literature about pandemics in general and COVID-19, there are some individual, organizational and systemic vulnerabilities that can be found in all pandemics. From that we can assume that there will be resilience factors within the same concepts that may buffer vulnerabilities.
