A study examined vocational education and training in Italy. First, vocational education was placed within the context of Italy's political and administrative structures and economy. Italy's systems of general and vocational education were described, and the legislative aspects were examined. Special attention was paid to funding from various European Community sources. It was concluded that vocational education in Italy needs a more standard and structured framework; however, it was deemed likely that demand from individuals and enterprises would be a further factor in continued diversification through experiments that may offer many people their only opportunity to catch up on the basis knowledge needed to obtain a job or improve their prospects. Increasing demand from small firms, the possibility of training providing skills in a number of sectors, and the spread of new technology into nonindustrial sectors were seen as three of many factors that would stimulate changes in both content and delivery of vocational education. European integration was deemed the greatest stimulus for renewal of vocational education in Italy. (Contains 43 tables/figures. This monograph describes the Italian initial and continuing vocational education and training (VET) system and its qualitative and quantitative development. Chapter 1 outlines the general context of the VET system--both institutions and social and economic aspects. It provides facts and figures on such topics as demographic trends in Italy, the rates of employment and unemployment (with a breakdown of the major geographical areas), and the migration process. Chapter 2 describes the institutional framework of the VET system, a highly structured system that is the product of Italy's historical development and a division of responsibilities between the state and regions. Chapter 3 describes the structure and quantitative aspects of the system as embodied in its laws and regulations. It sets out facts and figures on the VET system under regions and the vocational education system under the Ministries of Education and of Universities and Scientific and Technological Research. Chapter 4 describes expenditures on training, including spending on public and private VET from various sources. Chapter 5 analyzes these qualitative aspects of relevance to the VET system: certification procedures, guidance, and training of trainers. This volume presents an analysis of the Erasmus+ funding process. It examines the first 3 years of the programme to discover if the funds are being distributed homogeneously throughout the regions of France, Germany, Italy, Spain and the United Kingdom. If it turns out that funds are being unevenly delivered this could result in an inequity situation: students living in specific regions might have greater chances to benefit from KA102 funds, while other students might have fewer opportunities to benefit from these funds. The book looks in detail at the implementation and performance of the various programmes within Erasmus+, the funds and distribution of these funds, and the number of students in the programmes. The book studies these five countries because they contain more than half of all the vocational education and training students in the European Union. Also, these countries had the most students participating in mobilities during the previous Leonardo da Vinci programme. Hence, it is to be expected that the conclusions drawn in this study are representative of the situation of VET mobilities and Erasmus+ funding in Europe. Erasmus+ is the European programme in charge of fostering the development of transnational programmes in the areas of education, training, sports and youth policies. It is focused on the adaptation to a fast changing world, tackling youth unemployment, and preparing workers for highly skilled jobs. Erasmus+ integrates former programmes such as the Lifelong Learning Programme, Youth in Action, and the various international Higher Education and Sports programmes. It started in 2014 and will be active until 2020.
