Chronic Hindu-Muslim rioting in India has created a situation in which communal violence is both so normal and so varied in its manifestations that it would seem to defy effective analysis. Paul R. Brass, one of the world’s preeminent experts on South Asia, has tracked more than half a century’s riots in the north Indian city of Aligarh. This book is the culmination of a lifetime’s thinking about the dynamics of institutionalized intergroup violence in northern India, covering the last three decades of British rule as well as the entire post-Independence history of Aligarh. Brass exposes the mechanisms by which endemic communal violence is deliberately provoked and sustained. He convincingly implicates the police, criminal elements, members of Aligarh’s business community, and many of its leading political actors in the continuous effort to “produce” communal violence. Much like a theatrical production, specific roles are played, with phases for rehearsal, staging, and interpretation. In this way, riots become key historical markers in the struggle for political, economic, and social dominance of one community over another. In 2002, after an altercation between Muslim vendors and Hindu travelers at a railway station in the Indian state of Gujarat, fifty-nine Hindu pilgrims were burned to death. The ruling nationalist Bharatiya Janata Party blamed Gujarat's entire Muslim minority for the tragedy and incited fellow Hindus to exact revenge. The resulting violence left more than one thousand people dead--most of them Muslims--and tens of thousands more displaced from their homes. Parvis Ghassem-Fachandi witnessed the bloodshed up close. In Pogrom in Gujarat, he provides a riveting ethnographic account of collective violence in which the doctrine of ahimsa--or nonviolence--and the closely associated practices of vegetarianism became implicated by legitimating what they formally disavow. Ghassem-Fachandi looks at how newspapers, movies, and other media helped to fuel the pogrom. He shows how the vegetarian sensibilities of Hindus and the language of sacrifice were manipulated to provoke disgust against Muslims and mobilize the aspiring middle classes across caste and class differences in the name of Hindu nationalism. Drawing on his intimate knowledge of Gujarat's culture and politics and the close ties he shared with some of the pogrom's sympathizers, Ghassem-Fachandi offers a strikingly original interpretation of the different ways in which Hindu proponents of ahimsa became complicit in the very violence they claimed to renounce.

What kinds of civic ties between different ethnic communities can contain, or even prevent, ethnic violence? This book draws on new research on Hindu-Muslim conflict in India to address this important question. Ashutosh Varshney examines three pairs of Indian cities—one city in each pair with a history of communal violence, the other with a history of relative communal harmony—to discern why violence between Hindus and Muslims occurs in some situations but not others. His findings will be of strong interest to scholars, politicians, and policymakers of South Asia, but the implications of his study have theoretical and practical relevance for a broad range of multiethnic societies in other areas of the world as well. The book focuses on the networks of civic engagement that bring Hindu and Muslim urban communities together. Religious minorities have long been the target of a range of different forms of persecution, such as hate crimes, threats, attacks on places of worship, and forced conversion. Nevertheless, in recent years there has been rising hostility against India’s religious minorities, particularly since the current right-wing BJP government promoting Hindu nationalism took power at the national level after its election in May 2014. In particular, communal violence disproportionately affects India’s religious minorities – especially Muslims, but also Christians and Sikhs.
